| The Trade Facilitation Agreement is the first multilateral agreement since the establishment of the WTO in 1995.It will improve the transparency and credibility of global import and export trade,reform border management measures,and improve trade and production efficiency.More and more scholars’ research on trade has gradually changed from "tariff and non-tariff barriers" to "trade facilitation." At the same time,the "China-ASEAN Economic and Trade Cooperation Report" pointed out that the level of trade liberalization and facilitation in China and the ASEAN region needs to be improved,providing favorable conditions for creating more regional trade,and further measures are needed.At the same time,Malaysia is the largest trading partner of China and ASEAN.In 2017,the bilateral import and export volume of Malaysia and China was US$96.138 billion,an increase of 10.59% year-on-year.The high level of economic development in Malaysia and the similarity of China’s economic development stage and the long-standing deep cooperation between China and Malaysia have made Malaysia a typical representative of China’s foreign economic development strategy.Based on this,this paper constructs a trade facilitation indicator system,measures the level of trade facilitation between China and Malaysia,and based on SITC3 data,measures the impact of trade facilitation levels and other variables on China-Malaysia trade flows.Based on the basic concept of trade facilitation,this paper first builds a systematic system of trade facilitation index based on the previous research results,and uses principal component analysis to measure the trade between China and Malaysia from 2008 to 2016.The level of facilitation shows that the level of trade facilitation in China is generally lower than that in Malaysia,and the results of China under the four first-level indicators are lower than those in Malaysia.The first-level indicator with the largest gap is the regulatory environment,followed by the regulatory environment and port efficiency.Then,based on the extended gravity model,this paper analyzes the impact of trade facilitation on trade flows based on SITC3-based export panel data exported from China to Malaysia in 2008-2015.The results show that the improvement of trade facilitation between China and Malaysia can promote China’s exports to Malaysia;and the impact of trade facilitation in Malaysia is higher than the impact of China’s trade facilitation;Malaysia’s export trade volume and Malaysia’s GDP It is positively correlated and positively related to the population of Malaysia.At the same time,the signing of the China-ASEAN Free Trade Agreement has a positive impact on China’s export trade volume.According to the regression results of product grouping,the improvement of China’s trade facilitation level has the greatest promotion effect on exporting high-tech products,and has the least impact on resource-based products.From the regression results of trade facilitation index grouping,China’s port efficiency is correct.The promotion of exports is the most obvious,and e-commerce has the least effect on exports.Finally,based on the results of measurement and empirical research,this paper proposes countermeasures and suggestions from port construction,customs paperless customs clearance,e-commerce,exchange rate,and regional economic integration. |
