Social insurance public service is related to national economy and people's livelihood.Under the general requirement of establishing and perfecting the basic public service standard system,the construction of social insurance public service system in China is being strengthened.However,the construction of social insurance service system only emphasizes the starting point from the supply side and ignores the particularity of social insurance,resulting in the mismatch between service measures or policies and the deeper needs of service recipients.At present,in the process of providing social services,the government simply assumes that individuals have sufficient cognitive ability to deal with complex problems.A lot of empirical evidence in behavioral economics shows that when it comes to retirement decisions,people are always"three nos"--unable to calculate,unable to understand,unable to plan,and unable to make choices to improve their own welfare.The irrational characteristics of people are particularly significant in social insurance proj ects,so service providers must pay attention to this,which is also the research direction of this paper.This paper firstly sorts out the behavioral elements of social insurance public service in Britain and America.The UK provides pension forecasting and pension planning advice.The U.S.approach is to design on-demand computing tools and send personalized statements.In terms of whether to provide effective inforamation,the social insurance public services in the UK and the us mainly adopt three strategies:increasing prediction services,reducing information"noise"and changing the expression forms.Secondly,it expounds the behaviorism elements of social insurance public service in China.Based on the attention to cognition,the behaviorism elements of social insurance public service in 15 cities were evaluated and analyzed.The analysis shows th at there is no obvious relationship between service level and ecornomic development.The top cities are Hefei,Shanghai and Hangzhou,and Guangzhou,Nanjing and Lanzhou have the lowest service level.Compared with the United States and Britain,China still has problems sucih as incomplete calculators,insufficient information disclosure,weak technical support and single publicity methods.Finally,the cognitive status of domestic social insurance public service,vas investigated.In the fonn of questionnaire survey,this paper focuses on the individual in dustrial and conmmercial owners and flexible employment personnel,and investigates the cognition and participation decision of social insurance.The results show that there are indeed cognitive ch aracteristics such as hyperbolic discounting,quick thinking and status quo bias,which lead to the disconnection bet-ween the good intention of the individual to support the elderly and the actual behavior.Therefore,most people lack the awareness of social security,do not understand the retirement benefits,and have no pension plan.It further verifies the necessity of social insurance public service corrective design.View of the problems existing in the social insurance of public service in China as well as the personnel of flexible obtain employment cognitive biases for social security services,onthe basis of using the experience of British and American,this paper argues that we should perfect the calculator,to strengthen the information disclosure and abundant propaganda way,improve cognitive attention,change the way of description and consulting service to improve social security public services.
