| With the development of more than thirty years of reform and opening up,the social insurance system of our country which covers urban and rural areas and full types,has been basically established.And it has become an important cornerstone of promoting fair,ensuring economic growth and social development.But in recent years,the inequality of social insurance benefits between the urban and rural areas,among regions,and around industries,the disequilibrium of income and expenditure of social insurance fund,a large number of ceasing to pay social insurance and other issues have been increasingly prominent.The emergence of these phenomena can be attributed to the fragmentation of the social insurance system of our country on the system and management level."Fragmentation" has become a major bottleneck restricting the healthy and sustainable development of social insurance in China.This paper briefly reviews the research situation of the social insurance fragmentation in China and abroad,briefly describes the origin of social insurance,analyzes the characteristics of social insurance from multi angles,briefly introduces the basic situation of every kind of social insurance,and reviews the development of social insurance in our country in one hundred years.This paper analyzes the reasons for the formation of the social insurance fragmentation,summarizes the main forms of the fragmentation in the system and the business levels,and lists the multi drawbacks of the fragmentation.Based on the theories of public management science,such as the equalization of basic public services and the whole government,this paper makes a preliminary discussion on the principle of the integration of the fragmentation,researches the path of the integration of the social insurance fragmentation from the two levels of system and business management,and deepens the understanding of relevant theoretical analysis,combined with the case of the integration of governmental agencies’ social insurance collection management in Suining County.This paper has some reference value for the integration of social insurance management. |
