With the pace of national economic development continue to move forward,the"three rural" problem is still a key step to promote the process of urbanization.However,the development of rural land resources is not only closely related to the three rural issues,but also the process of urbanization in China.Now adays,under the promotion of urbanization,small-scale management,low yield per unit area,low level of mechanization and the large-scale management and mechanized level agriculture in the background of cities and towns present a serious incongruity in the household contract responsibility system.Situation,which makes us must think about new land use methods to promote the modernization of agriculture developmentWith the advance of urbanization,the rural land transfer system came into being.But how to give full play to the value of land resources to ensure that.the land to maximize the benefits,improve the rural land transfer system,establish and improve the relevant procedures and laws and regulations of circulation is to achieve rational and orderly rural land efficient and efficient transfer of the key.This article focuses on the current land transfer process of the problems arising were discussed and studied.On the basis of understanding the relevant concepts of land transfer and understanding the current inevitability of land transfer,this paper investigates the status of local land transfer through field investigation and interviews with townships in Changsha County,and adopts the methods of system analysis,qualitative analysis and quantitative analysis.,The literature review method to the local land circulation in the process of sorting out problems,emphatically analyzed the causes of the problem.The land transfer process,the contract is not standardized;after the transfer of land use efficiency is not high and other issues,the survey found that these problems are mainly by the land property rights of the land use rights of the land transfer,The lack of land use supervision mechanism,the laws and regulations of land transfer,the guarantee mechanism of farmers'interests and the imperfect mechanism of circulation price establishment.By referring to the relevant data and combining with the more successful cases of land transfer in developed countries,this paper puts forward some countermeasures and suggestions to promote the reasonable and orderly circulation of land from the aspects of property rights system,laws and regulations,social security and land management.
