Research On The Construction And Implementation Of The Embedded Risk Management And Control System For Engineering Projects In My Country's Telecommunications Operating Companies

The telecommunications industry is one of the fastest growing industries in the past ten years.With the intensification of telecom market competition in recent years,the risk of project construction is also constantly strengthened,which requires lower cost,schedule and resource control of the project.In the process of achieving the desired goals,telecommunication enterprises often face uncertainties and possible losses caused by external or internal factors,which determines the high risk of communication construction projects.Therefore,it is of great significance to strengthen the risk management of the construction project of communication.Based on the description of the project risk,risk management theory,the article firstly analyze China's telecommunication enterprise risk management situation and difficulties,and then take the real existent telecommunication enterprise-YD company as an example,describes the present situation of engineering project risk control,points out the problems of YD company project risk control,and the cause of the problems,then put forward the necessity of YD company for the project construction risk control system.Subsequently,the article designs an embedded risk control system for telecommunication enterprise,including four aspects:organization structure design,management system design,technology application and operation guarantee mechanism design.In the design of organizational structure,the actual situation of telecommunication enterprise is fully considered,and three levels of embedded risk control organization framework are put forward.The two level system,hierarchical management system in the design include:the risk control measures in all position,and regulate the specific work process,responsibility of business process standard.In the application of technical means,it is proposed to build an information system.In the operation guarantee mechanism,it is pointed out that professional personnel should be introduced and the relevant performance evaluation should be strengthened.This article takes YD company as an example,the theoretical and empirical analysis on how to construct the communication engineering project management risk control system,on one hand,is meaningful for telecommunication enterprise to carry out risk control work and reduce the business risk,on the other hand,has some reference value for enterprises in other fields in the construction of engineering project risk control system.
