The Research Of Scale And Structure Of Fiscal Expenditure On Economic Growth In Yanbian Prefecture

In order to ensure the steady operation of our socialist market economy.the influence of the government as a "visible hand" deserves our attention.Fiscal expenditure,as one of the main means of macroeconomic regulation and control by the government,plays a vital role in the macroeconomic structure and dynamic operation trend of the economy.With the abundant financial resources of the region,together with the preferential policies of the central and provincial governments and the increasing financial support for minority areas,various undertakings in Yanbian State have changed from"construction finance" to "public finance" and made considerable progress.Since the establishment of Yanbian Korean Autonomous Prefecture and before the reform and opening up,financial expenditure has basically been invested in restoring production.Since modern times,with the continuous improvement of the market economic system,the financial departments have gradually rationally adjusted the structure of financial expenditure,made up for weak links and improved public services.However,through reading and studying the relevant literature at home and abroad,it is found that there are relatively few studies on the impact of the fiscal expenditure of autonomous prefectures on the economy.Therefore,according to the relevant theories of Finance and macroeconomics,taking Yanbian Korean Autonomous Prefecture as an example,this paper chooses the relevant financial data from 2007 to 2016,and uses regression analysis method to explain the impact of Yanbian' s total financial volume and financial structure on economic development.The results show that:on the one hand,from the perspective of fiscal scale effect,the total fiscal expenditure has a significant positive effect on economic development,which promotes the economic growth of Yanbian Prefecture.On the other hand,from the perspective of fiscal structure effect,all kinds of fiscal expenditure projects have promoted the economic development of Yanbian Prefecture,but their impact degree is different.Moreover,we need to continue to optimize the structure of fiscal expenditure,control the expenditure on administrative services,and strengthen other expenditure items,especially the expenditure on scientific undertakings.transportation,industry,commerce and finance,taking into account the regional balance of all kinds of expenditure.In order to further promote the economic development of Yanbian Prefecture,this paper puts forward relevant policy recommendations from four aspects.As for general public expenditure,we should establish and improve the supervision system and assessment mechanism of public service expenditure,ensure the transparency of public service expenditure and regional equity,introduce multilateral financing mode,and break the traditional mode that relies solely on finance.In the aspect of social security,we should rationally allocate expenditure funds,narrow the gap between regions and between urban and rural areas,and formulate a sound investment structure of social security.In the field of science,education,culture and health,we should increase investment in scientific undertakings and establish regional high-tech industrial circles to lead regional economic growth with science and technology.In terms of expenditure on economic construction,the government should adjust its internal structure,increase investment in infrastructure construction of transportation and communications,and standardize market order to improve the economic efficiency of social capital.
