Research On R&D Efficiency Level And Its Influencing Factors Of High-tech Industries In Northeast China

The economic development of Northeast China is weakening day by day and the economic growth rate of Northeast China remains at a low level.The economic system mainly relies on the support of traditional industries and state-owned enterprises.Also the market lacks of vitality.Under the circumstance of the "new normal",the economic development of Northeast China has suffered setbacks repeatedly.In 2012,the strategy of "revitalizing Northeast China" was put on the agenda again.In Northeast China,the fundamental problems of economic development need to be solved urgently and the alternative industries need to be supported,which will brings new vitality to the economy.With the high economic value added,the demand of high quality talents,the little consumption of natural resources,the high-tech industry becomes one of the best choices of the alternative industries.Besides,the strategy of innovation-driven economic development provides good conditions for the development of high-tech industry in Northeast China.This paper has summarized the current situation of the high-tech industries in Northeast China finding that there were some phenomena,such as fewer enterprises,fewer employees,low asset holdings,low income and profit,low export volume and unbalanced export between areas.In addition,as for the R&D activities of high-tech industries in Northeast China,the small amount of capital investment,the small amount of labor input,the small number of patent applications and the small number of R&D institutions are not benefit to the achievement the rapid growth and development of high-tech industries.This paper has made an empirical analysis of high-tech industry in Northeast China by using SFA analysis method,which focuses on the R&D efficiency level of high-tech industries and its effect factors.On one hand,the R&D efficiency of high-tech industries in Northeast China is very low,which is under the medium level of the country.On the other hand,the R&D efficiency level of pharmaceutical manufacturing industry is the highest and the performance of R&D efficiency of computer and office equipment manufacturing industry is the worst.The R&D efficiency gaps between different industries are large and the development situation of the provinces within the industries is uneven.For the high-tech industries in Northeast China,the input of capital and labor has not been able to promote the sales of new products.As for the effect factors of R&D efficiency,industry scale,product export and R&D institutions will effectively promote the improvement of R&D efficiency.The proportion of state-owned enterprises and R&D investment of enterprises themselves will significantly reduce the R&D efficiency.And the government investment enterprise profits and enterprise scale have no significant impact on R&D efficiencyThis paper considers that a lot of factors have a negative influence on R&D efficiency,such as the scale of high-tech industries in the Northeast China is small,the proportion of product exports is low,the number of R&D institutions is small,the proportion of state-owned enterprises is high the main role of R&D has not been effectively played,the monitoring activity of the application of R&D expense was not in place,the proportion of profits invested in R&D activities is low and the internal consumption of organization is also too high.To improve the efficiency of R&D,we should take a long-term view,start from the foundation and proceed step by step.According to above analysis,this paper puts forward the following suggestions for the development of high-tech industries in Northeast China:clarifying government responsibilities,expanding the high-tech industrial scale,paying attention to the reform of state-owned enterprises,strengthening foreign trade,promoting enterprise growth and increasing R&D efforts.It should be started from various aspects,which will eventually improve the R&D efficiency of the high-tech industries in the Northeast China.
