Investigation And Research On Land Use Problems In Resettlement Villages Of Large And Medium-sized Reservoirs In Dongping County, Shandong Province

Land use in rural areas issue is the core problem and fundamental problem of the issue of“agriculture,rural areas and farmers”.Land,the basic factor for farmers to carry out agricultural activities,is closely related to farmers ’ production and life.As a special peasant group,rural reservoir migration has the dual characteristics of peasants and reservoir immigrants.The characteristics,problems and solutions to relevant problems of land use in reservoir resettlement villages have been hinders in the process of the rural modernity construction.This thesis takes the large and medium-sized reservoir migration resettlement village as the starting point,and takes Dongping County which has the second largest immigrant population in China as the research object.Under the guidance of land use allocation theory,land intensive utilization theory,rational assumption and sustainable development theory,three resettlement towns including Laohu 、 Banjiudian as well as Shanglaozhuang are chosen as the research subjects.The land use problem of reservoir resettlement village was systematically analyzed by questionnaire survey and interview.The author conducted factor analysis model to quantitatively analyze its influencing factors,and proposed reasonable countermeasures and suggestions according to the land use problems existing in the reservoir resettlement village of Dongping County.The research conclusions are as follows:(1)Compared to the ordinary rural areas,the land use problems existing in the reservoir resettlement village of Dongping County are more serious.The main problems contain land fragmentation,low land-use efficiency,the retrogression of land quality,the hollow phenomenon of settlement and the imperfect reservoir resettlement management system to name but a few.The emergence of these problems is closely related to the redistribution of land during the resettlement of reservoir migrants,the imperfect support policies in the early stage of resettlement and the lack of local job opportunities.(2)Based on research findings and existing research results,8 indexes are selected as main factors affecting the land use in the reservoir resettlement village of Dongping County.Three categories are classified by factor analysis which are Villagers ’ production status,land intensive degree and planting structure.Empirical research indicates that rural family with more people who works on farming,its agricultural production income accounts more in family total income,and land use level of resettlement villages is higher.The higher land intensive degree is,the lower the abandonment rate and the land fragmentation index are.Thus,it is more conducive to the resettlement village.The larger the area under cultivation of food crops,the lower the degreeof land use in the resettlement villages.The land use structure,which is mainly based on grain cultivation,should be adjusted to facilitate the sustainable use of land in migrant resettlement villages.(3)In order to improve and settle the land use problems existing in the reservoir resettlement village of Dongping County,following advices are brought out in this thesis:promote the construction of land transfer market so as to promote the scale utilization of farming land;increase investment in infrastructure construction to improve land use efficiency;raise villagers ’ awareness of protecting land in order to realize sustainable land use;establish economy with features as access to increase local employment;carry out comprehensive land management and promote the process of urban-rural integration;make sound basic level land management institutions and improve the reservoir migration management system.
