| Under the global climate warming,in order to reducing greenhouse gases emission from energy consumption,it is necessary to develo hydropower resources and projects.The submerged portion and resettlement area should be compensated for the construction of hydropower project based on compensation principle.Research on land compensation from the perspective of fairness could protect farmers’ benefits and realize social fairness and justice.We analyze the compensation reason and principleon the base of Compensation Principle and Pareto Principle,define fair compensation by the equity theory of Mr.Adams and explore the fair range from the perspective of the property right under fair exchange and Pareto Principle.On this basis,we analyze fairness of current standards and use Income Approach and Contingent Valuation Method to estimate land compensation taking Zaoshi water control project as an example.In the end,the paper puts forward some policy suggestions.Some conclusions are as follows:(1)Fair compensation means full compensation including market value and non-market value,and could reflect fairness between the two areas.(2)Current compensation standards of the study area are unfair for the reasons that they are not full compensation and could only partly show land value,and treat the two areas differently.Measurement results of this paper are set on the base of farmer’s loss and could reflect fairness.(3)It is suggested to increase compensation standards,pay attention to the equality of allocation,and establish perfect social security system and implement a more active employment policy for project immigrates,establish mechanism of interest-sharing to promoting resettlement area’s sustainable development. |
