In recent years,women have played an important role in the creation of new businesses and in the promotion of economic development.However,despite the efforts made,the success rate of women entrepreneurs continues to be lower than that of their men counterparts.Women's involvement in economic development has been recognized as important especially,in the area of entrepreneurship.Entrepreneurship as the central force for economic change requires more women to be involved in its operations.Female entrepreneurship represents a vast untapped source of innovation,job creation and economic growth in the developing countries.The barriers to women's entrepreneurship are various:Women face greater obstacles in accessing credit,training,networks and information,as well as legal and policy constraints.In 2016,an estimated 163 million women were starting or running new businesses in 74 economies around the world.In addition,an estimated 111 million were running established businesses.This not only shows the impact of women entrepreneurs across the globe,but highlights their contributions to the growth and well-being of their societies.Women entrepreneurs provide incomes for their families,employment for their communities,and products and services that bring new value to the world around them.In Benin,there are a number of projects to support women and youth employment.The specific case of our study is the Women Business Promotion Center(WBPC)in order to assess its effectiveness.This paper examines the factors that affect the achievement of the WBPC objectives and it effectiveness,which also analyzes the factors influencing the effectiveness(or performance)of women Entrepreneurs in Cotonou,Benin.To this end,a survey was carried out among a sample of 120 women and staff members of the Decentralized Financial System in order to verify the research hypotheses.This research used questionnaire to collect data then the results of the survey were analyzed using simple statistical tools such as tables,frequencies and percentages,measurement,correlation and regression analysis using to fulfill the objective of this study.The results revealed a significant positive correlation between the effectiveness of the project with finance.Training is significantly positive correlate with effectiveness of the project.The study showed that the correlation between post financing follow-up and effectiveness of the project is significantly positive.And the items used in measuring them had good internal consistencies,hence the research hypotheses were verified.Also based on data from the field survey we conducted,the research reveals that 83.33%of women have no guarantees to access financing;more than 50%don't have access to training and 64.68%of the latter,lack of follow-up post-funding;62.5%of women do not know the women business promotion center.In light of the results,the center as well as these institutional partners must improve their communication mechanism,make available the financing appropriation and be rigorous on post-funding follow-up monitoring.
