On The National Interests Protection Research Of Public Resources Trading In China

The establishment of public resources trading system in China is relatively late.At present,the reform of the public resources trading system are still on the primary stage,and the building of the public resources trading system is still immature in many areas.The complexity of the integration,the difference in different areas and the immaturity of the system in the area of public resources trading are not conductive to the development of the public resources trading.The phenomenon of the waste of the national resources and the damage to the national interests are frequently occurred.The improvement of the public resources trading system by the ways of reform is urgently needed.The methods of empirical analysis.comparative analysis and documentary analysis are used in this paper to study the relative problems of the national interests in public resources trading.According to the performances and the reasons of the loss of the national interests in public resources trading,the relative countermeasures are given to provide a practical and feasible reference to the local public resources trading system.Three mains parts are contained in this paper.In the first part,the relative concepts of the national interests protection and the public resources trading are analyzed,and the relationship between the two parts,including the public resources.public resources trading?national interests protection etc.In the second part,the condition of the loss on national interests is studied,including the asymmetry of the trading information?the inviting bid with a private agreement and the waste of the invalid bid etc,and to analyze the reasons of the problems including the time needed?the division of the power and the capital evaluation of the invalid bid etc.In the third part,the specific advice to the national interests protection in the public resources trading are presented,such as the building of the managing system?the improvement of the supervision?the eliminating of the corruption?the standardizing of the management of the public resources trading.The building and the improvement of the public trading market are emphasized by the ways of standardizing of the invalid bid management?specialization of the judges and the systematizing of the biding departments.The feasible advices are given to the department of the public resources trading to reduce the loss on national interests.
