The PPP(Public Private Partnership)model,that is,the government-social capital cooperation model,has been widely used by governments in the construction of infrastructure,which can effectively share the government's financial pressure and improve the efficiency of resource allocation.In the process of cooperation between the government and the private sector,there is a clear asymmetry in the information held by the two:the private sector is responsible for the construction and management of the project,and usually holds detailed project information.Relatively speaking,the government has more control.For macro project information.The private sector,in pursuit of maximizing its own economic profits,may take advantage of the asymmetric information it has in its hands,take opportunistic behavior during project operations,and obtain excess project benefits,ultimately bringing huge losses to the government.Therefore,with the application and development of the PPP model in the domestic medical field,how to effectively prevent the opportunistic behavior of the private sector in the medical PPP project and realize the balance of interests between the public and private parties has become an urgent problem to be solved.The new public service theory emphasizes that in the PPP model,the government should be more responsible,the private sector should pay more attention to social responsibility,and the public should participate more actively in the supply of public goods.In the medical PPP model,the government entrusts the private sector to provide medical drugs or services to the public.The public can express their interests to the government and then guide the government's behavior.The public can choose medical drugs or services provided by other institutions or the private sector,which has an impact on the private sector's earnings in PPP projects and,in turn,on the private sector's strategic choices.Therefore,this study introduces the social public into the model as a third party game subject in the evolutionary game.This study explores the three-way evolutionary stabilization strategy under the constraints of punishment mechanism and subsidy mechanism during the operation of the medical PPP project by constructing the evolutionary game model of the government,the private sector,and the public,and conducts a comprehensive analysis of the evolutionary game results.Finding the best strategies to curb the opportunist behavior of the private sector and better guide the public to actively participate in medical PPP projects will help improve the quality of drugs or the level of services in the operation of medical PPP projects.As a result of the three-party evolution game,the study proposes the following suggestions:The government should set up a punishment mechanism and a subsidy mechanism for the private sector.When the private sector acts opportunistically to benefit itself by harming the public interest of society,the Government not only imposes severe penalties on the private sector,but also eliminates opportunities for future cooperation with it.Significant reductions in current and expected private sector earnings have led the private sector to continuously improve the quality of medical drugs or services in order to obtain more benefits from cooperation.In addition,in order to prevent opportunism in the private sector,the government should also fully play its role as a subsidy mechanism so that government subsidies to the private sector are much higher than the additional benefits obtained by the private sector using its own asymmetric information advantages.In order to achieve the best effect.A variety of incentive mechanisms are established,with reputation as the main incentive mode and money as the auxiliary incentive mode.Government departments can also increase the benefits of active public participation by increasing subsidies to the public,and promote the active participation of the public in medical PPP projects;In addition,the government department can use advanced technologies such as the Internet and big data to build a PPP project management platform,thereby reducing the cost of active public participation and increasing the level of public participation.This study uses the evolutionary game method to construct a three-way evolutionary game model between government departments,the private sector,and the public in the medical PPP project.It has obtained evolutionary stabilization strategies under different conditions,and thus chooses the optimal strategy to deal with the private sector.opportunist behavior,Better guidance for the public to actively participate in medical PPP projects will help to further enrich and improve the relevant research in the field of medical PPP.Using the theory of tripartite evolution game,the study of the opportunist behavior of the private sector in medical PPP projects is carried out.Through mathematical calculations and formula derivation,different evolutionary game results are obtained,which has a certain reference value for the formulation of relevant decisions of government departments.It helps to improve the private sector's enthusiasm for good faith performance,avoid opportunism in the private sector,and better guide the public to actively participate in medical PPP projects,thus ensuring the quality of medical PPP projects.Secondly,effective and efficient strategies to curb opportunism in the private sector can actively lead the private sector to adopt a standard compliance behavior,which is conducive to the healthy and sustainable development of the entire construction market.In addition,the research results of this study have wide applicability,which can be extended from the medical field to other fields to provide important reference for the government in making decisions.
