A Study On The Mechanism Of People’s Livelihood Expenditure In Alleviating Urban Poverty In China

With the rapid development of urbanization in China,the urban population is increasing,the gap between urban strata is widening,and the urban poverty is becoming increasingly prominent.However,the construction of expenditure mechanism for people’s livelihood in China is relatively late,and the operation of various projects is not stable,the relationship between them is not close enough,and their function of protecting basic human rights has not been effectively brought into play.Especially for the urban poor,the scope of our country’s livelihood expenditure mechanism is still too narrow.Therefore,the construction of expenditure mechanism of people’s livelihood can’t fully meet the needs of urbanization construction in China.In order to improve the construction of the expenditure mechanism of people’s livelihood in our country and improve the ability of the government and society to guarantee the urban poor group,this paper,combines the expenditure index of people’s livelihood such as health care,housing,social security and employment,education established a variable coefficient panel data model about 30 provinces and municipalities.The model shows two main results: health care,housing,social security and employment,and education are reducing urban poverty.Secondly,the expenditure coefficient of health care and housing is much larger than others.Then,this paper analyzes the scale and structure of the above main expenditure indicators and related policies.It is found that the short-term effect of medical expenditure and housing expenditure policy on urban poverty is stronger,while education expenditure policy has a certain time lag,and social security and employment expenditure policy have both substitution effect and income effect.Finally,this paper combines the legislation of poverty relief,integrates the scattered security projects,and improves the scientific nature of the design of the security projects,and puts forward some concrete suggestions on how to improve the construction of expenditure mechanism of the people’s livelihood of China.
