At present,China’s economy has entered the New Normal,the three superposition period consisting of velocity change,structural optimization and dynamic transformation.Economic growth has entered the shift period,and the economic structure is in the period of transformation and optimization.In the New Normal situation,the transformation and upgrading is the inevitable choice of enterprises and regional economy.As one of the main areas where Taiwanese businessmen invest in the mainland of China,Taiwan-funded enterprises in Guangdong Province mainly rely on export-oriented economic development models dominated by processing trade,being engaged in low-value-added,simple processing and manufacturing,and have long been at the low end of the global value chain.Due to rising labor costs,rising land prices,and environmental pollution,Taiwan-funded enterprises in Guangdong Province are facing bottlenecks in their development,and the company’s operations are difficult.Therefore,how to speed up the transformation and upgrade of Taiwan-funded enterprises in Guangdong under the New Normal is imminent.This paper discusses mainly the influencing factors of the transformation and upgrading of Guangdong-Taiwan-funded enterprises in the New Normal.As a whole,we use a combination of qualitative analysis and quantitative analysis,theoretical and empirical analysis methods.First of all,from a qualitative perspective,paper analyzed the background,trends and achievements of Taiwanese investment in the Pearl River Delta.Secondly,it puts forward and analyzes the development issues and upgrading dilemmas of the Taiwanese-funded enterprises in Guangdong under the New Normal.Finally,the paper uses quantitative analysis methods to conduct empirical analysis.Based on the above-mentioned status quo features and global value chain theory,we make preliminary theoretical analysis and qualitative assumptions,and propose several influencing factors to be tested at the theoretical level.On this basis,a rational regression model and indicator system are constructed to quantitatively analyze the factors affecting the transformation and upgrading of Taiwanese-funded enterprises and their impact,and finally to analyze the empirical results from a statistical and economic perspective.The empirical results show that there is a significant correlation between the level of transformation and upgrading of Taiwan-funded enterprises in Guangdong and the explanatory variables.Specifically,there is a positive impact on corporate transformation(SC),corporate R&D(RD),regional industry supporting capabilities(IM),and regional innovation capabilities(QC).From the perspective of promotion effect,regional industry supporting capability is the strongest,regional innovation ability(QC)and R&D investment are the next,and corporate scale(SC)is the weakest;labor cost(LC)and the level of corporate transformation and upgrade have a negative effect.In the view of the above,Putting forward some policy suggestions on promoting the transformation and upgrading of Taiwan funded enterprises in Guangdong under the New Normal: In terms of investment promotion,Guangdong Province should select the optimal investment,pay attention to the combination of “introducing capital” and “introducing wisdom”,and focus on the introduction of Taiwan-funded high-end manufacturing and production services;Actively promoting Taiwanese-funded labor-intensive and low-end enterprises to Upgrade and transform locally;Setting up a comprehensive test area for the transformation and upgrading of the Taiwan funded processing trade and implementing the whole domain transformation of the whole industry chain and the relative concentrated region;Reducing the transfer cost effectively and speeding up the relocation and transfer of high energy consumption and low attached value industries;The government of Guangdong Province should encourage and support Taiwan-funded enterprises to establish enterprise technology(R&D)centers and engineering and technology research centers.
