Research On Public Investment Project Performance Evaluation

As the government investment in public projects increasing,some problems that can not be ignored begin to appear,such as Poor economic benefit of investments,serious low-level redundant development,environmental pollution and so on.From the perspective of public administration,the main reason is the lack of a scientific and reasonable public investment project performance evaluation index system and the corresponding method,therefore,it is necessary to increase the theoretical research and practical exploration of performance evaluation of public investment projects,which can enrich system of performance evaluation of public investment projects,improve the performance evaluation mechanism and promote the advance of comprehensive performance of public investment projects.Firstly,the paper expounds the performance evaluation of public investment projects from the perspective of connotation and function,and puts forward the theoretical framework based on the analysis of the basic theories such as public products,principal-agent and so on.The overall research idea is determined.According to the 5E principle and considering the economy,efficiency,effectiveness,fairness and ecological equilibrium,the public investment project performance evaluation index system is contributed which includes 55 indexs such as goal feasibility,cost control effect,people’s satisfaction,the ecological balance,contribution of regional industry development and so on.According to the difference of index attributes,the dimensionless processing method of quantitative index and qualitative index is put forward respectively,then the initial data pre-processing work of the performance evaluation is completed.In order to ensure the objectivity and rationality of performance evaluation results,the fuzzy comprehensive model is used to evaluate the performance of public investment projects.Finally,a set of complete system of performance evaluation for public investment projects is formed.The applied analysis of public investment project performance evaluation is performed by selected the rural power project in Qinhuangdao area as an example.The whole process of performance evaluation is demonstrated in detail.Finally,the results of performance evaluation are obtained and the reasons for them are analyzed in combination with the actual project.The feasibility and effectiveness of the proposed method are fully verified.
