Research On The Problems And Countermeasures Of Organic Certification In The Implementation Of Characteristic Agriculture In Yunnan Plateau

Since the party's 18 th National Congress,China has done a lot of work on the structural reform of the agricultural suppl y side,and put forward the concept of green development.This provides a rare historical development opportunity for China's organic agriculture and even the entire organic industry,with the problems such as food safet y and ecological securit y increasing prominent,Yun N an Province,combining its own actual situation,grasp the advantages of resources and the environment,avoid weaknes ses,and vigorousl y develop plateau organic agriculture,set the province's power to focus on creating "green food card" in the next few years.Organic certification,as the basis for the development of plateau organic agriculture,is an effective means to create a "cloud" agricultural product brand.If problems occur in this area,it is not only an infringement of credit on the plateau organic agriculture of Yunnan,but also a kind of deception and irresponsibilit y to the majorit y of consumption,so the qualit y of organic certification in plateau agriculture is of great significance.The purpose of this stud y is to stud y the prominent problems in the implementation of organic certification in the Yunnan Plateau Agriculture and carry out the following work:(1)While reviewing a large number of organic certification related documents,collate the assessment materials and data of the "Organic Product Certification Demonstration Zone" in Yunnan Province.According to the index s ystem establishment principle,combining the theory and practice,then screening determines the quality evaluation s ystem of organic certification implementation in Yunnan Province.(2)According to the expert scores,use the principal component anal ysis to reclassify multiple indicators,rename them according to the similar meanings expressed b y the new classifications,and use them as new evaluation indicators;Then use the grey evaluation method to convert all expert scores into four categories: "better," "good," "general," a nd "poor".After calculating the whitening weight function for each score,the gray weight vector of each new indicator is obta ined.The gray evaluation values are sorted according to the score size,and the items included in the new index with the lowest score can be regarded as the more prominent part of the performance problem of the organic certification implementation in Yunnan Province.Moreover,using the grey evaluation method will also obtain the comprehensive evaluation value of organic certificat ion implementation qualit y in Yunnan Province.This value can reflect the qualit y level of implementation of organic certification in Yunnan Province to some extent.(3)After anal yzing the outstanding problems,the article anal yzes the causes of the problems.Based on stakeholder theory,this paper anal yzes the impact of the relationship between government and certification agencies,government and organic production companies on the implementation of organic certification,and uses game theory to anal yze the game strategy choices of certification bodies and organic production companies and the influence of the consumption.(4)On the basis of the above problem research and the anal ysis of the reasons,the corresponding countermeasures and suggestions on im proving the implementation qualit y of organic certification in highland agriculture in the future will be proposed.
