With the continuous deepening of the "supply side reform" in China's electricity market,electric power enterprises are constantly changing the resources from the original planned economy to the market.Thermal power enterprises are the largest type of power generation in China's installed capacity.In order to adapt to the "supply side reform",thermal power enterprises only start from the supply side,improve their competitiveness to survive,and reduce the cost of purchasing is one of the main measures to improve the competitiveness.On the premise of ensuring the quality of purchasing,it is of great theoretical and practical significance for thermal power enterprises to adapt to the new market environment if they can complete the purchasing work with the most reasonable purchase cost.Based on the current status of the project procurement in China's thermal power enterprises,this paper studies and analyzes the strategy of reducing the purchasing cost on the premise of ensuring the quality.Firstly,according to the above problems,this paper investigates the present situation of the purchasing work of thermal power enterprises,combs the composition of the purchasing cost and quality of thermal power enterprises and the influencing factors;secondly,decomposes the purchasing process,finds the key links and key factors that affect the cost of thermal power enterprises,and finds out the purchasing cost of thermal power enterprises through the exclusion method.The reason why it is high.Thirdly,using the method of finding the optimal solution in linear programming and combining with the purchase price and project budget of a power plant in Northwest China,the model is built to weigh the cost and quality of the purchase,and the new strategy of reducing the cost of purchasing is found on the premise of ensuring the necessary quality of the project,and the project procurement of the thermal power enterprises is solved.The problem of high price.Then,the game theory model is used to analyze the tenderer's psychology and draw the conclusion that the bidders' interests are consistent with the interests of the tenders.It restricts the bidders' behavior to disturb the bidding process and solves the problem of the waste of funds for the thermal power enterprises because of the failure of the bidding process.Finally,by comparing the new and old two framework agreement procurement models,it is feasible to verify the application of the new strategy in thermal power enterprise project procurement.Through this study,the following three conclusions are concluded:(1)the reasonable purchase price of the engineering project of the thermal power plant should not be judged solely by whether it exceeds the budget.Only if the project has unnecessary quality,it can realize the purchase at the most reasonable price.(2)in the process of purchasing engineering projects in thermal power enterprises,only when all bidders are involved in the bidding activities with normal purpose can the interests of all bidders be maximized,which is in accordance with the expectations of the tenderers.(3)in the procurement method of the project framework agreement of the thermal power plant,based on the result of the trade-off between the transaction price and the quality of the same item in the past period,the weight of different sub items is calculated and the weight distribution of the occurrence frequency of each sub item can be allocated to obtain the purchasing result which is more in line with the actual situation.
