Research On The Existing Problems And Improvement Countermeasures Of Housing Expropriation In Shenzhen From The Perspective Of Public Participation

In the administrative process of housing acquisition,the government is prone to the “rights protection” phenomenon of the groups that are widely concerned by public opinion.On the surface,it is the work of housing collection that tends to reduce the government's credibility.In fact,in the government departments to carry out the enforcement of housing expropriation,the government has become the public's "imaginary enemy",the essence of which is that the public's mistrust of government administration creates a passive situation.It can be seen that due to the lack of government credibility,it has led to frequent group events in the collection of houses.Clarifying the causal relationship in order to find the crux of the problem,the correct question is far more important than the answer.In order to solve the problem of the first difficult city in the world,the government is considering how to obtain the public's trust in the administrative act of housing acquisition.I have tried to interpret the breadth and depth of public participation through extensive collection of literature works,combined with the characteristics of the administrative act of housing acquisition.This is the main way for the government to obtain public trust and legalize the administrative imposition of housing.The lack of public participation is the main reason why it is difficult for the government's housing collection work to be carried out and difficult to enforce.Through analysis and comparison of housing expropriation cases,it proves the effective role of public participation in house expropriation.This article takes the house expropriated person as the main survey object,exposing the problems that the government has in carrying out the expropriation of houses and the main reasons for analyzing the problems.Learning from the successful experiences of other regions in carrying out collection work,combining the theory of public participation and the requirements of the construction of the rule of law,we have proposed some sound suggestions for the laws and regulations governing the current housing acquisition in Shenzhen.We mainly propose public participation as an institutional arrangement in the housing collection process.In order to provide possible solutions to better promote the government's housing collection work and promote urban planning.
