Research On The Fiscal Policy Of Technological Innovation To Drive The Economic Growth Of Changji Map

The plan of Changjitu development and opening leading area was formally approved in August 2009,which became the national strategy,and defined the four strategic positioning and development goals of Changjitu.However,its planning goal is difficult to realize under the complicated background of the new normal economy and the extremely limited regional economic development.It is not only to carry out and implement the spirit of national innovation strategy,but also to stick to the innovation-driven strategy and put the scientific and technological innovation in the core position.It is also forced by the development of Changjitu area.Based on the introduction of the planning of Changjitu open pilot area and the theoretical basis of fiscal policy to support scientific and technological innovation,this paper analyzes the mechanism of action between scientific and technological innovation,public finance and economic growth.Through the descriptive analysis and empirical analysis of the economic growth promoted by the financial policy of scientific and technological innovation in Changjitu,the author draws a conclusion that the level of scientific and technological development in Changjitu region is mainly affected by public finance.Expenditure on science and technology in expenditure,The influence of government funds in R&D fund,scientific and technological innovation and science and technology investment has a very high linkage;The relationship between the level of economic development and the level of scientific and technological innovation in Changjitu area is mainly related to the number of scientific and technological activists and the total number of patent applications;Through the Pearson correlation matrix,we can see that the level of economic development in Changjitu area has a high correlation with the level of scientific and technological innovation in the region,and the influence of various factors of scientific and technological innovation on economic growth is all positive correlation.The results show that the regional economy of Changjitu depends largely on scientific and technological innovation in recent years,and the output of scientific and technological innovation has a good role in promoting the development of regional economy.Based on the results of the analysis and the current situation in Changjitu region,it is inferred that the possible problems of the fiscal policy of Changjitu in supporting scientific and technological innovation at present include: the governmentundefineds investment in R&D funds and the insufficient subsidies for the cost of independent innovation activities of enterprises.The fund support to the relevant supporting policy system is not enough,the government risk investment,the government technical procurement and other policies are lacking,and the allocation structure of the financial funds is unreasonable,and the use efficiency is low.Lack of sound science and technology innovation financial expenditure efficiency evaluation system.In the face of these problems,it is necessary to increase the investment in R&D funds,implement and appropriately increase the cost subsidy to the enterprise innovation activities in accordance with the regulations,and improve the government venture capital.Preferential fiscal policies for government technology procurement and other areas;increased financial support for the supporting policy and service system;good cultural environment and basic conditions;emphasis on the introduction and placement of scientific and technological personnel;and improvement of the system for the transformation of scientific and technological achievements.To promote the transfer and transformation of scientific and technological achievements,to explore a new model for the transfer and transformation of scientific and technological achievements,to use science and technology to drive economic development,to optimize financial expenditure institutions,to allocate scientific and technological inputs rationally,and to establish a sound system for supervising the performance of financial expenditure on scientific and technological innovations,Improve the efficiency of the use of funds.
