According to modern economic growth theory,economic growth comes from the contribution of factor inputs and total factor productivity.In fact,due to declining elements and the scarcity of factor marginal return function,depending on the increase of factor input can not maintain long-term economic growth;TFP has become a decisive factor to achieve long-term sustainable economic growth.Specific to the industrial level,agriculture as the basic industry of a country,in C hina agriculture is facing a small number of agricultural resources and constraints of long-term conflict and the short term can not achieve a fundamental change in the objective reality.Since 2000,with the deepening of C hina joined WTO and the reform of domes tic economic system,China entered the stage of comprehensive reform to solve the "three rural" problems,adjust the relationship between urban and rural areas.In the agricultural growth mode transformation eighteen "discussed the macro policy background to take a new road to agricultural modernization Chinese features",to ensure the sustainable growth of agriculture,improve agricultural TFP,realize the transformation of agricultural growth mode from extensive growth to intensive growth is the way of agriculture in the future.Then,the growth of C hina's agricultural total factor productivity is fast or slow? What are the sources of agricultural total factor productivity growth? How to affect the agricultural total factor productivity growth and its influence degree? Therefore,it is necessary to study the growth of total factor productivity of China's agriculture during this period.To answer these questions,this paper based on the theory of economic growth and total factor productivity theory to sort out the existing literature on the review,combined with realistic background of “achieving new agricultural modernization",high-tech industry as a reference,uses DEA-Malmquist Productivity Index of Chinese agricultural output during 2001 to 2014 Growth as well as the source of TFP growth as measurement.Grasping the speed and variation of C hinese agricultural TFP growth,the paper based on the study of technological progress growth,technological efficiency and scale efficiency affect the growth of C hine se agricultural TFP growth,help to promote proposed policy China agricultural TFP growth proposal.The results of this paper as follow: First of all,during the period from 2001 to 2014,the total factor productivity growth of China's agriculture showed a rising trend,with an average annual growth rate of 3.8%.In contrast,the high technology industry total factor productivity growth is relatively stable,with an average annual growth rate of 4%,while the agricultural total factor productivity growth fluctuations.By analyzing the trend of agricultural total factor productivity growth in China from 2001 to 2014,it is found that the change trend of total factor productivity in China has a close relationship with the macro policy system.Combined with the reality,since 2001,the abolition of the six "No.1 document" issued,the agricultural tax and policy for the development of modern agriculture: strengthen the development and promotion of the modernization of agricultural production technology introduction,the purpose is to promote the growth of agricultural total factor productivity,achieve China agriculture from the transition from extensive growth to intensive growth.Second,using DEA-Malmquist Productivity Index for agricultural TFP growth decomposition,the result showed that: during 2001 to 2014,an increase of Chinese agricultural TFP mainly from technological progress and technical efficiency,technical efficiency improvement effect is relatively limited.Three,decomposing the composition of total factor productivity growth,the effect of technological progress and efficiency improvement on the total factor productivity growth of C hina's agriculture is investigated and the results show as follow.During the period from 2014 to 2001,the growth of agricultural total factor productivity in C hina came from the common promotion of agricultural technology progress and agricultural technical efficiency which mainly comes from the role of technological progress and the role of technical efficiency improvement is relatively limited.In addition,technological progress is the main source of agricultural total factor productivity growth in all areas.That means: First,we need to adhere to agriculture through science and technology,promote the progress of agricultural technology such as pushing on the saving agricultural technology,food safety monitoring technology and other modern agricultural technology.Second,the promotion of agricultural technology,agricultural technology to provide targeted guidance and advanced production and management training to help farmers solve practical problems in the production process management and technical problems.Third,increasing the use of existing technology,guide the agricultural producers to modern forms of agriculture transformation,with the development of professional farmers based on a moderate scale.Fourth,adopting different strategies for each region of the natural climate and crop production characteristics,establishing the appropriate area of high ecological agricultural model,such as: South subtropical fruit comprehensive development of agriculture and forestry special mode,Hua Zhong Agriculture integration spheres grow add mode,promote different areas of agricultural TFP.
