Research On The Evaluation And The Optimization Of The Effects Of Science And Technology Entrepreneurship Policies

Technology start-ups are the enterprises that based on knowledge.As we know,different with other essential productive factors,knowledge allows returns to be realized incrementally.Correspondingly,technology start-ups can bring more economic and social benefits.It is believed that they play an essential role in many areas,like spurring technology innovation,promoting economic growth,increasing the employment,improving productivity,accelerating the optimization and upgrading of the industrial structure,etc.Involved in technology intensive activities,the development processes(like process of production of the new products,the process creation of new value and process of the commercialization of research findings)of technology start-ups are confronted with many uncontrollable factors and uncertainties.Moreover,the essential productive factors(like the capital,technology and human resources)that technology start-ups needed are more complex,and it is quite difficult for the immature business market in China to allocate the production resources reasonably.As a result,it is urgent for the national and local governments to provide powerful support for the technology start-ups.The first part of this thesis introduced the development background,the status quo,and the problems of science and technology entrepreneurship policies in Hubei province.Meanwhile,it illustrated the purposes and meaning of this research.In the second part,we systematically illustrated the theoretical basis for this research.The theories include entrepreneurship cognitive theory,entrepreneurial economy theory,entrepreneurial orientation theory and entrepreneurial network theory.In third part,we explored the composition of science and technology entrepreneurship policies in Hubei province.It applied the text analysis and data statistics to analyze the characteristics and themes of these policies.Based on the results of the text analysis,we explored the composition of the policies.The forth part detailed on the evaluation and optimization of the effects of science and technology entrepreneurship policies.It utilized the statistical software SPSS and structural equation software Lisrel to analyze the data collected from 243 valid questionnaires.In this part,we constructed the mediating effect model based on the policy executive power,and the moderating effect model based on the characteristics and the multiplication effect of science and technology entrepreneurship policies.Through the model analysis,this study drew the following conclusions.The themes of science and technology entrepreneurship policies positively influence the effect of science and technology entrepreneurship policies.And the policy executive power plays an intermediary role between these two factors.Secondly,the characteristics of science and technology entrepreneurship policies have positive influence on the effect of science and technology entrepreneurship policies.And the characteristics enhance the positive relations between the theme and the effect of science and technology entrepreneurship policies.Thirdly,the multiplication effect of science and technology entrepreneurship policies has positive influence on the effect of science and technology entrepreneurship policies.And the multiplication effect positively moderates the relations between the theme and the effect of science and technology entrepreneurship policies.In the fifth part,this thesis proposed some policy optimization recommendations based on the results of the text analysis and the empirical analysis.The sixth part pointed out some shortages of the research and some problems to be solved in the future research.The originality of this research lies in three aspects.Firstly,it constructed the model of text analysis of the themes of science and technology entrepreneurship policies in Hubei Province.Based on the model,it refined the themes,the nature and the characteristics of science and technology entrepreneurship policies.Secondly,it constructed the mediating effect model that based on the executive force of science and technology entrepreneurship policies,exploring the influencing mechanism of the executive force.Thirdly,it constructed the moderating effect model of the characteristics and the effects of science and technology entrepreneurship policies.Based on the model,it analyzed the moderating effects of the characteristics and the effects of science and technology entrepreneurship policies.
