Research On The Rights And Interests Of Farmers In The Transfer Of Agricultural Land

With the development of our country's economy,the disadvantages of traditional household contract responsibility system deepens,countries began to attach great importance to the rural land problem,the rural land system reform further on the agenda.The reform of rural land system can provide a powerful boost for rural and agricultural development in China.In recent years,China's rural land circulation area has been increasing year by year,land transfer rate has been significantly accelerated,land transfer management and service level have been significantly improved.Agricultural land circulation is an irresistible trend.This paper focuses on the background,mode,current situation and significance of agricultural land transfer system,and discusses the necessity and possibility of agricultural land circulation.But in the process of farmland conversion,will inevitably damage the farmers' rights and interests of the problems,which not only affect the enthusiasm of farmers involved in land circulation,also affect the local governments at the grass-roots level in the heart of farmers is credibility.The paper adopts the method of dividing the different equity dimensions and divides the farmers' interests into six parts:the contract right,the right of management,the right of profit,the right to know,the right to participate and the right of expression.Through systematic analysis,it is concluded that the damage of the farmers' rights and interests is mainly the loss of contract right,loss of usufruct,loss of right to know,and loss of participation right.Investigate its reason,farmland ownership fause,circulation of information asymmetry,unreasonable income distribution,government function orientation deviation,farmland circulation is not perfect,the government guarantee is the root of farmer rights and interests is damaged.This paper uses literature research method,systematic analysis method and descriptive research method to carry out relevant demonstration on farmland circulation and farmer's rights and interests protection.It is necessary to clarify the problem of land ownership,standardize the behavior of grass-roots government,realize symmetric flow information,improve the income distribution mechanism,improve the land circulation system and improve the rural security system.
