| On the basis of the existing literature,the paper analyses the characteristics of Science and Technology Community(S & T Community)of Hubei Province such as being technological,academic,non-profit,non-government,organizational,neutral and professional from a philosophical point of view,and the common belief,the value,the attitude,and the behavior norms based on the specialized knowledge from the perspective of the ability of the workers of S & T Community.The nature of the ability of S & T Community is manifested as cohesion and charisma,authority and representation,and synergistic effect.According to the analysis,the connotation of S & T community is defined.The value of the ability of S & T Community manifests itself as value rationality and instrumental rationality.The tension and contradiction between them embodies the tension and contradiction between public benefits and efficiency.Value rationality is manifested in public benefits;instrumental rationality represents efficiency.The purpose of instrumental rationality of S & T Community is its value rationality.Instructional rationality supports and promotes value rationality of S & T Community.The realistic prospect of coexistence is thus presented,with two types of rationality promoting each other,and jointly building the capacity of S & T Community.The construction elements of ability of S & T Community is mainly embodied in the influence on the society and the public,the cohesion of members,and the credibility of the academic community,with basic elements,business elements,and service elements interacting with each other.The basic elements include resource,strategy and motivation.Business elements contain academy,science,and consultation.Service elements embrace operation,management,and supervision.These elements mentioned above are analyzed in detail.This paper investigates the organization construction,the system construction,the personnel team construction,the academic activities,the information construction,the economic condition,the affiliated situation,and membership of Hubei S & T Community by distributing 1200 questionnaires to 173 societies located in 12 provincially administered cities,1 autonomous prefecture,3 municipalities,and 1 forest area in Hubei Province.The results show that the operating mechanism of Hubei S & T Community constrains its ability development,the function realization inhibits its ability promotion,the funds restricts its ability to play a role.The ability is improved based on history,through systematic integration and value guide.Development of the ability of S & T Community of Hubei Province is discussed from different aspects.The ability would be improved on the premise of distinguishing society types and strengthening interaction and exchange of the societies;operational strategies should be raised from internal management and external resources.Three types of societies,including the society with the adjunct organization that dominates,the society with the adjunct organization that influences,and the independently developed organization,are identified according to management modes.In terms of disciplines,five types of societies,such as science,engineer,agriculture,medicine,and interdisciplinary subjects,should be treated in a different manner.Strengthening interaction and exchange between the societies should begin with academic construction,cooperation and exchange of talents,participation in popularization of science,etc.Internally,the construction of organization,system,team and social environment,etc.should be emphasized.Externally,resource integration of technical patents,transfer of governmental function,and construction of service platform should be highlighted.Consequently,S & T Community of Hubei Province develops in a fast and sound way. |
