Research On The Application Of PPP Financing Model In Infrastructure Construction

Since 2002,the Sixteenth National Party put forward "the road of urbanization with Chinese characteristics",China has entered a new stage of urbanization.The development of urbanization is inseparable from the construction of a large number of infrastructure,it needs to pay a huge amount of money,which leads the government end in debt and the project unsustainable.However,the emergence of the PPP financing model brought opportunities for the development of urbanization in China.Besides,the government also issued a series of encouraging policies and guidance measures to vigorously promote the PPP model.The study of the application of the PPP financing model in practice will contribute to alleviate the government financial pressure,optimize the market allocation and improve the efficiency and quality of infrastructure construction.This article is based on the review of relevant research results of domestic and foreign scholars,combines the basic theory of PPP financing,and uses the research methods of normative analysis and case analysis to study the application of PPP financing model in infrastructure.Its content mainly includes three parts: The first part is theoretical analysis,based on the basic theory of PPP financing,this paper analyses the application status of PPP model in China.Then this paper analyses the advantages and risks of PPP financing,and the characteristics and applicability of each type of financing model.The second part is case analysis.On the basis of theoretical analysis,this paper selects two kind of models which most commonly used,ROT and BOT model.This paper systematically analyzes the operation process,studies the feasibility,pattern characteristics and risk factors of the model,and studies the reasons for the occurrence of the risk and the countermeasures.Finally,this paper draws lessons from the practice of the case and summarizes the enlightenment of the ROT and BOT cases to its practice.Through the study,the following conclusions are drawn : The government departments should choose the superior private capital and cooperate efficiently.The government can alleviate the initial financing difficulties by subsidizing support projects.The private sector should strengthen its own operation and management ability and reduce the risk of operation.The private sector should reasonably assess the profitability of the project.The government departments should set up a sense of service and strengthen the spirit of contract.
