Our taxi service industry has experienced from the "rich exclusive" services to the "civilian car service” in "Internet+" stage.The government and relevant departments have been make corresponding management in the taxi market management,but there are still exiting some problems such as policy implementation is not in place,lack of governance,the service quality is low,so the problems of how to standardize management rights,improve service quality,strengthen supervision and optimize the tracking policy are urgently to solve.This paper discusses the basic ideas of small and medium-sized city taxi market management based on the theory of new public management,deregulation,namely the government should be aiming at the mark;to change the mode of government regulation:loosen the entering,controlling of the total number and the regulation of the rent.Taking H as an example,the development of taxi market is affected by the development of urban road construction,the development of urban transportation and the characteristics of residents' travel.In the taxi market management,the taxi market in H city has been changing the operating mode,the implementation of the company management mode;implements the strict quantity control policy;the price is set by the taxi company according to the market demand and cost;improving the quality of service through investment in science and technology,hardware equipment,service quality and public morality and order.Although management has made some achievements,there are still some problems: illegal operations of chaos are frequent;quality of service needs to beimproved;the mass disturbances of the drivers is broke out;the problem of government rent-seeking is serious.In view of the existing problems from small and medium-sized city taxi market management,this article analyses the reasons that include: firstly,the government is short of the development plan for the taxi market;secondly,the government's policies and measures fail to implement;thirdly,the driver's rights and interests are not guaranteed;fourthly,negative effects caused by government control failure.This article draws lessons from the domestic cities such as Indianapolis,Panyu,and Yiwu City.Then put forward the Countermeasures of small and medium sized city taxi market management.Firstly,plan long-term development goals scientifically of the taxi market.Secondly,to change regulation model of the taxi market,include eliminating restriction of market admittance and relaxing number regulation and price regulation.The taxi trade associations should be established too.Thirdly,perfect regulation mechanism and implement regulatory policy,which include structuring strictly access and exit mechanism,crackdown on illegal cars,improving the access threshold of operating motorcycles,improving and strengthening the government administrative accountability mechanisms.Fourthly,explore new models of taxi service.Provide personalized service in the form of innovation.
