A Study On The Application Of PPP Investment And Financing Model In The Field Of Public Service In China

As a new type of investment and financing model,PPP(Public-Private Partner ship),compared with the traditional government-led model,it can overcome the s hortage of public sector's funds,experience and management capabilities in the tra ditional system,and bring considerable benefits to social investors.So,it will impr ove the quantity,quality and efficiency of public service.PPP has a good practical foundation in our country's water conservancy project,municipal facilities,transport ation and other fields.However,the application of this model in the emerging fiel ds such as public services is still in the early stages of development.The rate of re turn in this field is low,the operating income is difficult to cover the operating co st,and it is hard to get the favor of social capital.Thus,there are problems of fi nancing and landing.Therefore,in order to make social capital participate in the public service PPP project in a more active manner,this paper takes the Fuzhou Strait culture and A rt Center as a case study,trying to study the practice and experience of PPP mode in the field of public service in China.From project investment and financing poi nt of view,this paper uses case analysis method and statistical analysis method,be ginning with the theoretical framework of PPP and public service in our country P PP project implementation situation;then,through the detailed analysis of financing structure,channel of Strait Culture and Art Center Project to demonstrate the succ essful experience,including reasonable sharing of risks,compatibility of incentives and constraints,and mitigation of government financial pressure.And reveals the e xisting problems,including investment and financing mode is too traditional and si ngle,long-term supervision system is not perfect,so as to construct targeted solutio ns;finally,puts forward some countermeasures and suggestions of the whole body.From the construction of the Internet +PPP platform,the establishment of a scientif ic public service charge system and performance evaluation system,and paying att ention to the establishment of the third party organizations,and so on.
