China is the world's largest producer and user of pesticides,and there are about 3.2 billion pesticide packaging wastes produced each year.Improper handling of pesticide packaging waste can cause significant harm to the soil,water,and people's lives.At present,pesticide packaging waste has been recovered in some areas of China.The government has also issued laws and regulations on the recycling of pesticide packaging waste.However,due to limited government funds in some areas and related laws and regulations do not define the sources of funds for project implementation,the issue of funds has become an important factor restricting the recycling of pesticide packaging waste.Funds are the basis and prerequisite for the smooth operation of recycling projects.Therefore,it is urgent to solve the problem of the source of funds for pesticide packaging waste recycling projects.In this paper,the litchi growers are the subjects of the survey,mainly to solve the following two problems:(1)To understand farmers' willingness to pay for pesticide packaging waste recycling projects,the amount of payment and its influencing factors.(2)Exploring the sources of funding for pesticide packaging waste recycling projects in order to provide a reference for the government to formulate relevant policies for pesticide packaging waste recycling.According to the purpose of the study,the overall ideas of this paper are as follows:(1)Analyze the research status of domestic and foreign pesticide packaging waste recycling management models,funding sources,and survey methods of willingness to pay,and relevant factors affecting the willingness to pay for pollution control entities.(2)Construct a theoretical model that influences farmers' willingness to pay for pesticide packaging waste recycling projects.(3)Collect data and construct an empirical model.(4)Analyze the willingness of the litchi growers to pay for the recycling project and its influencing factors,and use the expected value model tocalculate the amount of the litchi growers' payment for the individual pesticide packaging waste.The research results shows:(1)59.76% of farmers are willing to pay for the recycling project,and the payment amount is generally more than 0.1 yuan.(2)Litchi growers pay 0.16 yuan for a single pesticide packaged waste.(3)Among the personal characteristics,age has a significant negative impact on the willingness to pay for farmers' recovery projects;among household characteristics,household income and social relationships have a significant positive effect on the willingness to pay for farmers' recovery projects;The mid-planting period has a significant positive impact on the willingness to pay for farmers' recovery projects,and the planting area has a significant negative impact on the willingness to pay for farmers' recovery projects.The awareness of the environmental status has a significant positive impact on the willingness to pay for farmers' recovery projects.The recognition level of pesticides has a significant negative impact on the willingness to pay for farmers' recovery projects.(4)Among the personal characteristics,age has a significant negative effect on the willingness to pay for farmers' recovery projects;among family characteristics,family income and social relations have a significant positive impact on the willingness to pay for farmers' recovery projects;The planting age of the production characteristics has a significant positive effect on the willingness to pay for the farmers' recycling projects.The planting area and technical training have a significant negative impact on the willingness to pay for the farmers' recovery projects.Environmental awareness and awareness of the environmental status have a significant positive impact on the degree of willingness to pay for farmers' recycling projects.The degree of project identification has a significant negative effect on the willingness to pay for farmers' recovery projects.The policy implications are as follows:(1)Farmers are feasible as one of the important sources of funds for pesticide packaging waste recycling projects(2)Combine pesticide packaging waste recycling projects with village construction and party building activities(3)Pesticide packaging waste recycling projects need to be closely integrated with the National Rural Revitalization Program(4)To improve the implementation of relevant laws and regulations for the recycling of pesticide packaging waste as soon as possible...
