Problems And Countermeasures In The Development Of Agricultural Insurance In Inner Mongolia

Agricultural insurance is the “stabilizer” of agricultural development,which guarantees the food security of the country and the basic rights and interests of farmers.At present,agricultural insurance has become an indispensable “booster” in the development of national and regional agriculture.Since it was listed in the pilot premium subsidy program in 2007,the agricultural insurance of Inner Mongolia has achieved such great a breakthrough that the premium income leaps to the second place.However,with the development of agricultural economy in Inner Mongolia,the guarantee of agricultural insurance cannot fully meet the actual needs of development,and it restricts the development of the 13 th Five-Year Plan for agriculture and animal husbandry in the region.How to improve the agricultural insurance fundamentally is an urgent problem to be solved in the agricultural economics of Inner Mongolia.This article takes Inner Mongolia agricultural insurance as the research object,and the research results are of great significance to relevant theories and regional development.Based on the theory in the field of domestic and foreign agricultural insurance,this paper firstly studies the present situation of agricultural insurance in Inner Mongolia combining quantitative and qualitative method.Through the study,it finds that there are some problems in the regional agricultural insurance,such as the imbalanced structure,low security,and lack of vitality in the market,and analyzes the causes of these problems;secondly,the method of comparative analysis is used to compare the experience of other countries and provinces in the development of agricultural insurance,which provides a new way of development for agricultural insurance in Inner Mongolia;and then according to the specific difficulties and the actual situation of the region,suggestions for improvement are put forward;finally,it draws conclusion that the Inner Mongolia agricultural insurance and the subjects are still in the developing stage at present.So in the next development the enthusiasm of each subject should be to fully mobilize.The government should improve the relevant systems and mechanisms,increase financial support.The operating institutions should upgrade the service level comprehensively,and innovate products actively.The relevant departments should actively cooperate with agricultural insurance.The main body forms the force to explore an agriculture insurance development path with the local characteristic.
