Financial subsidies for agricultural insurance are an important policy implemented by the government to support and benefit farmers,and it is important to evaluate the efficiency of financial subsidies for agricultural insurance.In recent years,Guangdong Province has achieved leapfrog development in agricultural insurance and explored a path of agricultural insurance with local characteristics,creating the "Guangdong experience" with replication value.The study of the efficiency of agricultural insurance subsidies in Guangdong Province can provide some insights into the reform of the national agricultural insurance subsidy system.This paper uses a three-stage DEA model to comprehensively measure the efficiency of agricultural insurance subsidies in Guangdong Province from 2018 to 2020 by selecting appropriate indicators,evaluating and analysing three aspects,namely comprehensive efficiency,pure technical efficiency and scale efficiency,and using the coefficient of variation and the Thiel index to measure the degree of regional differences in the efficiency of agricultural subsidies in Guangdong Province.The empirical results show that the overall efficiency of agricultural insurance subsidies in Guangdong Province is relatively high,with higher efficiency in the PRD and western Guangdong and lower efficiency in northeastern Guangdong.Regional differences in subsidy efficiency in Guangdong Province are relatively obvious,but the overall differences show a decreasing trend,with the smallest intra-regional differences in northern Guangdong and the largest but gradually decreasing differences in eastern Guangdong,with inter-regional differences being the main source of the overall differences.To this end,the provincial government should strengthen the design of the system,actively develop local specialty insurance products,narrow the differences in subsidy effects between regions and promote coordinated regional development,while increasing the supervision of subsidy funds and improving the efficiency of their use. |
