Research On The Evaluation And Improvement Countermeasures Of The Industrial Competitiveness Of Guizhou Characteristic Towns

With the issuance of the "Notice on Carrying Out the Cultivation Work of Characteristic Towns" by the state,the wave of the development of a new round of characteristic towns is being set off across the country.In the Ministry of Housing and Urban-Rural Development,the first batch of characteristic towns in China were announced,including Qingyan Town of Huaxi District,Langai Town of Liuzhi Special Zone,Maotai Town of Renhuai City,Jiuzhou Town of Xixiu District and Xijiang Town of Leishan County.A small town was selected,ranking first in the western provinces.Guizhou provincial government has also issued a policy document to promote the development of small towns.Under this background,this article chooses the industrial competitiveness of characteristic towns in Guizhou Province as the research object.By analyzing the existing development paths of characteristic towns,it finds out the important factors that affect the development of characteristic towns in Guizhou Province and boosts the healthy development of the towns.This article is divided into seven chapters,according to the total score structure.The first part introduces some basic concepts and literature reviews at home and abroad;describes the development course of characteristic towns in Guizhou Province and discusses the industrial competitiveness of characteristic towns in Guizhou Province from the basic factors and external factors according to AHP.The second part makes a factor analysis on the data samples of characteristic towns in Guizhou Province and sums up the shortcomings and improvement directions of the development of characteristic towns in Guizhou by comparing the development of characteristic towns in Zhejiang Province.The third part is the conclusion of the full text,which proposes the route selection and countermeasures for the development of characteristic towns in Guizhou Province.This paper selects Qingyan Town,Huaxi District,Guiyang as a case study.By referring to the index system of development benefit of characteristic townships,this paper establishes an evaluation model of industrial competitiveness of characteristic townships in Guizhou Province.At the present stage,the main factors influencing the industrial competitiveness of characteristic towns in Guizhou are tax revenue,public budget expenditure and income,fiscal revenue and employees.This paper argues that in the present stage,Guizhou Province will play an important supporting role in developing small towns and government policies and systems,formulating preferential tax policies to lower the barriers to entry of enterprises,enhancing themarket vitality of enterprises and leading enterprises to realize their role transformation;and increasing public budgetary expenditures,Improve the transportation,energy,environment,health care and other infrastructure;the introduction of preferential policies for the introduction of qualified personnel,is an important factor in the construction of the town.The development of characteristic townships is an important driving force in the process of urbanization in Guizhou Province.Guizhou has paid great attention to the development of characteristic towns in line with the current requirements for the development of the times and has certain practical significance for the development of urban construction in Guizhou Province.
