A Comparative Empirical On The Development Of Dianzhong New District And Gui'an New District

The development and construction of the New District is in full swing across the country.In January 2014,the country established the Gui'an New District in Guizhou,and in September 2015 it established the Yuzhong New District in Yunnan.The development of national-level new districts has become a new growth pole for the development of the regions in which they are located.Based on the background of the establishment and development of the New District,the paper takes the Jizhong New District and Gui'an New District as examples to study the background,policies and development results of the New District development.The main contents of the study include: The first analysis compares the development background of the Jizhong New District and the Gui'an New District,and starts with the establishment process,spatial planning,strategic positioning,and functional zoning of the New District;the second analysis compares the Jizhong New District and the Guiyang New District.The development policy of Anxin District was studied and discussed from the aspects of land policy,financial policy,industrial policy,and talent policy;the third analysis compared the development effectiveness of Jizhong New District and Gui'an New District,and was in line with the newly established Zhoushan New District.The Lanzhou New District made a comparison;the fourth used a double analysis method to further analyze the development effect of the New District of Jizhong and the Gui'an New District.The main method used in the research process is comparative analysis.Through the research,the following conclusions are drawn: First,compared with the Gui'an New District,the Gui'an New District has more preferential policies in terms of talent policy and environmental policy;secondly,at the beginning of the establishment of the new district,it can not only significantly promote the province where it is located.The economic development may even be caused by the contradiction between the relocation of industries and talents,infrastructure,and industrial development,which causes the economic development of its province to slow down.Thirdly,from the time of establishment,Jizhong New District and Gui'an New District are mainly based on basic industries,supplemented by service industries,and are typical industry-driven new districts.This article has made some innovations in the perspective of research and research content: from the perspective of research,it is mainly based on the two major Western New Areas of China,namely,Jizhong New District and Gui'an New District,to provide research ideas for China's western development strategy;,Combining the relevant contents of the National 13 th Five-Year Plan,it provides suggestions for the development of the New District of Jizhong and the Gui'an New District.The research conclusions obtained can provide reference for the government to formulate the development strategy of the new district,which has important practical significance.
