Research On Targeted Poverty Alleviation In Coastal Areas Since The 18th National Congress Of The Communist Party Of China

Poverty is a big problem in the development of human society,which severely restricts the development of world economic and people's living standard,so all governments have made anti-poverty an important task of governing.As the largest developing country in the world,China has an obvious problem of poverty,due to the large population,weak economic base and regional differences.Therefore,since the establishment of People 's Republic of C hina,the Chinese government has devoted a large amount of manpower,material and financial resources to carry out anti-poverty work heavily,which is poverty alleviation in other words.After decades of efforts,C hinese poverty alleviation has achieved remarkable achievements,a substantial reduction in poverty population,a decreasing incidence of poverty and an increase in the per capita income level of poor areas.The methods of poverty alleviation work also change from the original "flood irrigation" which means extensive development to "precision drip irrigation" that is the type of precision development.What is more,since the 18 th National Congress of CPC,Xi Jinping has been as the core of The Central Committee of the Communist of China(CPC),which aims to get rid of poverty root and branch to build a well-off society in 2020 on the dot.In the final step of the process,how to take effective measures to alleviate and eliminate absolute poverty according to the requirement of the accurate poverty alleviation on the basis of the actual work practice has become the most important ma tter for the Chinese Government to think deeply.J town is a town of Rizhao city Shandong province,whose economy ranks in the middle of Rizhao city.Different with the poverty condition in Midwest areas,the relative quantity of people here under poverty line is small while the absolute number can not be ignored.Meanwhile,the poverty-stricken people are dispersed and scattered geographically and the causes of poverty are varied.The local government has taken various measures to fight with poverty and also achieved fruitful results.However,there are still problems such as poor identification of poor people,shortage of funds for poverty alleviation,insufficient impetus for economic development and so on.Therefore,through the study of "Flower Arrange ment" mode of targeted poverty alleviation in J town,the author intends to put forward targeted solutions against poverty based on its economy and to provide reference and suggestions for targeted poverty al eviation work of coastal areas,which is of vital importance.Through literature research,historical analysis,comparative study and other methods,this paper firstly summarizes the research on targeted poverty alleviation from four aspects,forming an overall understanding of the research status.Secondly,it interprets the concept,theoretical basis and the effectiveness of the targeted poverty alleviation,forming a rational cognition to this problem from theoretical and practical aspects.Thirdly,on the basis of the overall situation and characteristics of J town's poverty,the paper introduces the measures taken by the local government in the implementation of precision poverty alleviation,and the results achieved.especially focuses on the problems existing in the precision poverty alleviation a nd detailed analyse the causes of these problems.Lastly,based on the analysis and in accordance with characteristics of industrial development,seven aspects have been proposed to improve the precision poverty alleviation work of J town that is improving the precision management mechanism for poverty alleviation,broadening the sources of capital for targeted poverty alleviation,promoting the main economic development,cultivating the right subjective consciousness of poverty alleviation,vigorously promoting infrastructure and strengthening basic public services,giving full play to the role of safeguards in the work of poverty al eviation.
