The Influence Of Chinese Fiscal Decentralization On The Scale Of Medical And Health Expenditure Of Local Governments

With the gradual development of the theory of fiscal decentralization,the study of fiscal decentralization has gradually deepened.When studying the system of fiscal decentralization,it must be combined with the administrative system of a country.The traditional concept of fiscal decentralization has a long history.But for our country,there are obvious differences between the fiscal decentralization system and the traditional fiscal decentralization system,the traditional fiscal decentralization system is not applicable in the context of our financial system.Therefore,it is necessary to have a systematic understanding of Chinese fiscal decentralization,so as to provide the people with better public goods and services under the background of Chinese fiscal decentralization.This article takes the local government's health care as the starting point,because in recent years,with the gradual improvement of living standards,people pay more and more attention to the improvement of the quality of life,so,The demand for health care is also increasing.There are three main bodies of medical and health expenditure in China,namely government,society and individuals.The medical and health care studied in this paper is a part of quasi-public goods.Based on the characteristics of the spillover of public goods,we can see that the government should mainly supply to ensure the maximization of efficiency.However,the scale of medical and health expenditure of our government is not much,whether in the total amount of expenditure or in the relative amount of expenditure.It's hard to satisfy the people's growing demand for health care.This paper gives an explanation from the perspective of Chinese fiscal decentralization.It includes two parts: the overall analysis of Chinese fiscal decentralization on the scale of local government medical and health expenditure and the structural analysis of Chinese fiscal decentralization on the scale of local government expenditure.Being responsible to a higher government,and being assessed by the performance of a higher government,results in ignoring the needs of the residents for medical and health care.At the same time,there are unreasonable or vague boundaries between the governments in the division of financial power,administrative power and transfer payment.Causing local governments to "seize the limits" of their financial resources,There is also a great deal of power to be exercised,and the scale of spending on health care is naturally not guaranteed.In addition,in the context of a Chinese-style fiscal decentralization,The imperfection of the transfer payment system also has a certain impact on the scale of medical and health expenditure of local governments.In view of the relationship between Chinese fiscal decentralization and the scale of local government medical and health expenditure,this paper has carried out an empirical test to confirm the reverse change relationship between the two.In order to improve the scale of medical and health expenditure in our country and to meet the increasing medical and health needs of residents to the greatest extent,this paper puts forward some reasonable measures at the end.
