In the absence of a normative and uniform system of property rights,rural collective organizations have no clear idea of the power or amount of assets they possess,and the lack of supervision and management of assets by collective organizations.Therefore,the original system and organization and management system can’t meet the requirements of the current market-oriented economy.Unclear collective property rights can easily cause a large number of collective assets to be idle,can not be used effectively for circulation,and collective assets can be invaded and lost,making it more difficult for resources to flow between urban and rural areas.In the No.1 document of the Central Government in 2017,it was pointed out that more efforts should be made to reform rural areas and activate the endogenous development of agriculture and rural areas.The focus of work is to deepen the reform of rural collective property rights system.The opinion is that the reform of rural collective property rights can create a new impetus for the development of the rural economy,balance the relationship between the government,village collectives and farmers,improve the rights and benefits of farmers,and promote rural development.Rural collective property rights reform can break the urban-rural dual structure,adapt to the new development trend of urban-rural integration,eliminate the uneven development of urban and rural areas in economic development,and give equal opportunities for rural development.Based on the theoretical foundation of satisfaction degree theory,institutional change theory and property right theory,combined with the concrete reform mode of Qiongshan collective property right reform,this paper reforms the procedure and builds the satisfaction of farmers the mechanism of the influential factors.Secondly,we review the status quo of rural collective property rights reform in Qiongshan district,and study the operation rules of Qiongshan Pilot Village in the aspects of membership identification,stock quota quantification and equity management,so as to probe into the reform of Qiongshan collective property rights.Subsequently,the research hypotheses were put forward and the variables were set.The survey data obtained from Wuyue Village,Fengxiang Community in Qiongshan District and Longpan Village in Sanmenpo Town were statistically analyzed.An ordered multi-classification logit model is used to empirically analyze the factors that affect farmers’ satisfaction with rural collective property rights reform,and then draw conclusions and put forward corresponding suggestions.The study found that policy recognition,evaluation of the ability of grassroots cadres to work,democratic rights and property rights and other factors have affected farmers’ satisfaction with reform policy.According to the conclusion,this paper proposes that local governments should step up propaganda of policies and enhance peasants’ policy cognition.In the process of reform,we should listen to the needs of peasants for reform,increase peasants’ participation in various reform procedures,exercise democratic power and increase their support and approval of policy implementation.In combination with local conditions,the development of a collective economy will enable farmers to enjoy the reform dividend.
