Research On The Operation Of Urban And Rural Residents’ Pension Insurance In Baoshan City

With the rapid development of economy and society,the gap between urban and rural areas is increasing,and the urban-rural social dual structure problem is becoming more and more obvious.In order to promote balanced development between urban and rural areas and solve the urban-rural dual social structure problem,it is of great significance to implement a unified pension insurance for urban and rural residents.Since the unified system for the implementation of urban and rural residents’ pension insurance in Yunnan Province,provides coverage of urban and rural residents for the majority of the province’s pension insurance services,improved the disposable income of urban and rural residents,improve the basic living standards,achieved good social benefits.This paper studies the operation of the pension insurance system for urban and rural residents in Baoshan City.The author from the background of basic pension insurance system to establish,combining with the results of pension insurance system in our country and the economic and social development situation,clear the significance in the problems’ research of urban and rural residents pension insurance system.Based on pension insurance measures to different countries abroad,carding the research status of urban and rural residents pension insurance system in China.Based on the public goods,basic public services equalization and the urban and rural theory as the support,the literature research method,comparative analysis method and field investigation method were used to carry out the research.The author combined the actual work,compared and analyzed the data of the pension insurance data of the urban and rural residents in Baoshan City.As far as possible fully reflect the reality of the Baoshan City urban and rural residents’ pension insurance System.Through the comparison and analysis,found the Baoshan City in the operation of the urban and rural residents’ pension insurance system is low level of pension insurance security,the attend rate for insurance in young adults is low and most of residents choose the low levels.The lack of capacity for Grass-roots government employees and the risk of pension insurance fund collection.Based on the existing problems,the author combined the theoretical knowledge and practical work,Suggestions to consummate the system implementation suggestion:to further enhance the level of pension security,to ensure the system sustainability,promote grass-roots handling ability,consolidate the policy effect,the innovation fund raising mode,to ensure the safety of fund raising and efficient.
