Studying On The Financing Mode Of Pension Institutions Under The Guidance Of The Government

With the acceleration of China's economic development and the aging process of the population,the problem of the elderly has become a serious problem.The total amount of the institutional care of the elderly is difficult to meet the growing demand of pension services.the contradiction between supply and demand of the elderly services is prominent.It is necessary to speed up the construction of the old-age service system to solve the contradiction.This project of the institutional care of the elderly requires large amount of capital.It is clear that the finance cannot be burdened if they are all invested by the state.The operation efficiency of the public construction is low,the amount of subsidies is huge and the financial burden of the government is heavy.Therefore,it is very important for us to guide multiple social capital to participate in the development of the elderly care service industry.Exploring an effective financing mode has great significance for the construction of the old-age care institutions.Taking the project financing of D nursing home for example,this paper studies the financing model of the institutional care of the elderly from the government point of view.First,this paper analyzes the situation aging population of our country and Yunnan province,pointed out the contradiction between supply and demand of the nursing beds and services is outstanding.The dominated mode of public financial investment cannot meet the demand of the old-age care institutions,It is need to explore the new financing model.Secondly,this paper reviews the related theoretical research of the old-age care institutions at home and abroad,analyzes the basic theory of project financing,and compares several common financing models.Again,take the financing of D nursing homes for example to analysis the feasibility of the project,according to the situation of the D city,design bank loans,PPP financing and pension fund industry three possible financing mode,calculate three kinds of financing mode of the net present values and the internal rate of return from the government point of view,obtained bank loans>PPP financing>pension fund industry.Finally,based on theanalysis of the principle of government financing mode,PPP financing mode and the pension fund industry will help reduce the government's financial input pressure,prevent and reduce the risk of project construction and operation,optimize the operation management level and improve the care of the elderly service,is suitable for the construction of the old-age care institutions operating and financing mode.for the case of the D nursing homes,PPP financing mode is better.
