A Study On Trade Effect Of Rules Of Origin In China-ASEAN Free Trade Area "Upgraded Version"

With the vigorous development of world economic integration,free trade zones have become increasingly important in the wave of regional economic integration.To cater to this wave,many countries has made its own construction of the free trade zone as a part of its strategic plan for the international trade.In these circumstances,the Asia Pacific Economic Cooperation Organization,the European Union,the North American Free Trade Area and other regional integration cooperation organizations have been occurred.China keep the pace of development closely,then signed the “China-ASEAN Comprehensive Economic Cooperation Framework Agreement” with ASEAN member states in 2002,which symbols the establishment of a free trade zone between the world’s largest developing country and other developing countries.On November 22,2015,China and Southeast Asia countries jointly signed the “Protocol of the People’s Republic of China and the Association of Southeast Asian Nations on Amending the ‘China-ASEAN Comprehensive Economic Cooperation Framework Agreement’ and Part of the Agreement on the Basis of the Establishment of the Original Free Trade Zone”.The cooperation agreement has been fully upgraded.this “Agreement”,especially upgraded the rules of origin,besides,supplementing product variety quantity,improving relevant provisions,simplifying customs clearance procedures,and further expanding trade liberalization in the Free Trade Area to further promote bilateral trade exchanges.This article is divided into 5 parts.The first part is introduction,which includes the significance of the research,the domestic and international research status of ChinaASEAN FTA origin rules and the economic effects produced.The second part is to clarify the new rules of origin rules and their important status and compares the difference between the upgraded version of origin criteria and the old version.The third part is to research the trade effect of new rules of origin about the China-ASEAN Free Trade Area from the theoretical point of view.The forth part is to study the trade effect of new rules from an empirical perspective.The last part is to propose countermeasures for Chinese enterprises applying rules of origin.After research,it has been found that the “upgraded version” of the China-ASEAN Free Trade Area has a smaller restriction limits on trade and its more conductive to trade between China and ASEAN countries.However,the use of rules of origin by Chinese companies is not good.This article proposes some suggestions for improvement on this issue and promote enterprises to make better use of the “upgraded” China-ASEAN free trade area rules of origin.Further promote China-ASEAN economic and trade relations.
