The Application And Realization Of Closed-loop KPI Management In The Performance Management System

In recent years,with the ever-increasing national living standards and the growing desire of people for a better life,our country has also increased efforts to build a service-oriented governm ent.Meanwhile,with the rapid development of China's economy,large enterprises have graduall y entered the stage of growth,expansion and global deployment.However,no matter for the gov ernment or enterprises,there are still obvious problems in the KPI design and assessment system.After the author's investigation of the government's industrial management departments and lar ge enterprises,the outstanding problems lie in the following three aspects:First,large amount of data has not yet been properly applied as objective in the KPI apprais al system.The KPI appraisal is still based on subjective judgments.Second is whether the single KPI can be closed-loop,i.e.whether a certain KPI has produce d good benefit or orientation,or whether bad influence,and should it continue to strengthen or cl ose in the next evaluation cycle.Third,how to intelligently forecast and generate early warning to KPIs and eliminate risk?In light of the three issues,the author proposes a series of solutions based on "closed-loop KPI management" by the recent achievements of big data analysis and applications of the IT ind ustry,including: KPI self-definition,KPI multi-dimensional analysis,KPI forecasting and early warning,managed object entity imaging,KPI assessment,etc.The innovations of the solution are: First,creatively propose a new data model,and facilitat e users to independently build KPIs through designing specific managed object data model;Seco nd,intelligent KPI analysis,forecasting and warning.This greatly improves productivity of users.After the author's promotion and verification of the solution in taxation,development innov ation,legislative,and other government agencies and a number of enterprises,we believe that th e solution has improved management level of the government departments and performance of e nterprise teams and individuals.We expect that the solution should be promoted in more govern ment agencies and enterprises to improve performance management.
