Shared Bicycle Government Supervision Research In Shanghai

Starting with the important status of the bicycle sharing in the entire economy sharing system,this paper focuses on the analysis of the main dimensions of the bicycle sharing service including the service mode and audience target.Elaborated three aspects of the development of bicycle sharing at the policy level,the economic level and the social level.Analyze the business model of bicycle sharing.Through the analysis of the upstream,midstream and downstream of the bicycle sharing industry chain,the author puts forward the concept of full government regulation of its industrial chain.The results of this study show that,in a matter of a year,bicycle sharing has experienced the scale of development that other industries need ten years to obtain,and all kinds of problems are also exposed.The bicycle sharing service,which is fully encouraged and supported by the government,is constantly presenting troubling negative elements in various media reports.The root cause of these problems is that the current government supervision is far behind the speed of development of bicycle sharing in terms of timeliness and implementation,and the main responsibility of bicycle sharing enterprises is weakened due to the inability to clearly identify the relationship between the priorities and powers and responsibilities,But also ignored the effective supervision of social forces and judicial forces.The countermeasures and suggestions of this study are: to further improve the government's overall supervision of the bicycle sharing industry,focus on the theme of building a government regulatory system to share the overall industrial chain of bicycles,and strive to promote the reform and innovation mechanism of the industrial chain management system.The main measures are: to further strengthen the territorial management and multi-governance coordinated management of the government regulatory model.The formation of a bicycle sharing business responsibility for the implementation of the core,supplemented by the protection of consumers based on social morality and the rule of law as the guidelines,artificial intelligence monitoring and evaluation for technical support,government regulation as a general compulsory modern regulatory system.
