Research On The Integration And Effect Of Targeted Poverty Alleviation Funds In SP County

Poverty,as a difficult problem encountered during the process of human development,is the result of combined effects including the imbalanced development on economics,society,politics and culture,and the difference of natural ecological conditions and various kinds of individual differences.China is a developing country with the most population in the world.The under-developed economy and a large number of rural population have been making China to suffer from the problem of rural poverty for a long time.Our government has launched a large-scale of planned and organized poverty reduction through development projects especially since reform and opening up,and has made remarkable achievements.Going through the anti-poverty stages such as the reform and opening up,Eighth Seven-Year Priority Anti-Poverty Program etc.,and the Targeted anti-poverty Measures which is being carried out,not only the number of poverty people has been decreased significantly,and the infrastructure in poor areas has been effectively improved,but also the level of public service has been raised.However,there’ s distance between the effect and the anticipation of the anti-poverty efficiency and the return on investment.We need to find a way to improve the efficiency as soon as possible.By the end of 2015,28,000 people were still living in poverty.The situation is grim and the task is urgent.To reach the goal of overall out of poverty in 2019,proposed by provincial Party committee and municipal Party committee,we must improve the efficiency.This paper studies from the research on anti-poverty documents both domestic and overseas.By literature research on anti-poverty and related problems,the anti-poverty research theory and academic frontier have been learned,and the national and local anti-poverty resources integration status have been known.Based on that,Poverty,Anti-poverty Funds,Funds Integration,etc.have been defined and Public Finance Theory,Anti-poverty Theory Model and Public Expenditure Performance Management Theory have been analyzed.Then comes a brief introduction of the development status,poverty situation and targeted anti-poverty of SP County,Emphasis on analysis on three features which are capital source,integration process and usage model.And make in-depth analysis on the problems and reasons of SP County anti-poverty resources integration.Five conclusions have been raised,which arc Capital integration was beneficial to the improvement of the usage efficiency of funds,the integration is good or not related to the Anti-poverty goal of SP county,the development of land consolidation,land circulation,industry,etc.can be driven through integration of funds and can form the characteristic industry area more easily,and Volume business can help Precise Anti-poverty etc..Finally,combining theory and practice,according to the actual situation of SP County,raised five suggested countermeasures.The paper has a comprehensive understanding of resources integration and the effect of anti-poverty in SP County,scientifically analyze the existing problems and reasons in resources integration,and the countermeasure suggestions to promote targeted anti-poverty program has been raised.This will provide reference to improve the efficiency of anti-poverty and drive the county to thoroughly get rid of poverty as scheduled for SP County.
