Research On The Reform Of Science And Technology Plan Management In Shanxi Province

The 18th CPC National Congress report stressed that "scientific and technological innovation is the strategic support to improve the productive forces and overall national strength,and it must be placed at the core of the national development".Shanxi,rich in resources,whose economic industrial layout has always been developed around coal industry.With China entering a substantive stage to adapt to the new economic norm and people’s urgent demands for green mountains and water,extensive development mode has been unable to maintain,so the technology innovation will be the urgent need to get rid of resources dependence in Shanxi.The main innovation of science and technology is one of the institutional innovation.In 2015,the management reform project for deepening the provincial financial science and technology plan(special fund)was published,which laid the foundation for the reform and innovation of science and technology in Shanxi province.On the basis of it,more than 10 provincial departments,including Department of Science and Technology,Finance Department,Department and Reform Commission have established a joint meeting of the office of science and technology project management,which is responsible for examining the review of general layout of science and technology,annual plans for declaration guidelines and key tasks of science and technology project.Then the strategic advisory and comprehensive review committee provides advisory opinions on the management and content of the technology plan and put forward references for the joint meeting.Project application acceptance,project organization and some specific work have been transferred from the government departments to professional organizations.The unified mechanism of evaluation and supervision will be established to realize the whole process of information management science and technology plan.The paper analyzed the research on technology project management at home and abroad.It mainly combed and summarized the current situation of technology system in the United States,Germany,Japan,China and other developed countries.With its successful experiences,the paper enumerated some problems faced by provincial science and technology project management in Shanxi province before the reform and during the reform.In the end,the problems and limitations encountered in the reform were analyzed in details and some suggestions were put forward.
