As the change in science and technology all over the world day by day, the competition of regional sustainable development capacity is gradually evolving as the science and technology innovation competition. Science and technology innovation is an important source to economic growth, and the promotion of science and technology progress in economic growth has become more and more evident, showing in the more and more contribution of science and technology investment to economic growth. Nowadays, Shanxi industrial restructure is at an important period of strategic transition, how to enhance the science and technology innovation level of Shanxi, promote Shanxi stable, healthy and rapid development, has become an important issue with theoretical and practical significance.This paper studies from the following three aspects: first, according to the correlation between the science and technology and economic growth, use the serial correlation theory and the stationary test to analyze the correlation between science and technology indicator and economic growth indicator in Shanxi from 1991 to 2008, then study the long-term relationship and short-term impact between Shanxi financial S&T investment and economic growth by the co-integration analysis, error correction model and Granger causality test; secondly, use DEA method to make the lateral comparison about the Shanxi science and technology innovation level, measuring the relative efficiency about the science and technology innovation level of 11 provinces in Yellow river economic belt by the CCR, BCC model of the data envelopment analysis, then utilize SBM model to modify the measurement results, and improve the relative efficiency of Shanxi objectively to analyze its improvement direction about the input and output of the science and technology innovation; thirdly, use the factor analysis model to research the science and technology innovation level of Shanxi'cities in 2008, and focus on studying the input-output efficiency under the science and technology resources advantage with the example Taiyuan, Shanxi science and technology innovation banner. Mainly draw the following conclusions: (a) The long-term stability dynamic equilibrium relationship exists between Shanxi science and technology investment and economic growth; (b) The science and technology innovation level of Shanxi upgrades continually, but the role of Shanxi financial S&T investment in promoting economic growth is not obvious; (c)?Due to the dual function of the relatively invalid in technology and scale, the science and technology innovation level of Shanxi performs relatively overall invalid, but the relatively technical invalid is the primary reason why the science and technology innovation level of Shanxi displays relatively overall invalid; (d)There exists some input redundant phenomenon at a certain extent in Shanxi science and technology innovation, manifested in the non-SBM effective technical efficiency; (e) The region science and technology innovation level of Shanxi mainly relies on Taiyuan and Linfen, filled with the overall low level. Finally, propose the corresponding measures and suggestions with the above problem. |
