Since 2006,China has begun to establish national economic and trade cooperation zones,investing in the form of industrial parks.This kind of outward foreign investment mode has developed rapidly in ten years.With the development of China's "the Belt and Road" strategy.Overseas parks will carry the difficult task of realizing the national strategic layout.Most of China's foreign parks are located in countries along “the Belt and Road”.By the end of 2016,Chinese enterprises have already built 52 cooperative areas in foreign countries and 20 of them have passed the examination of the Ministry of Commerce.These parks have created $ 900 million in taxes and nearly 70,000 jobs for the host countries,as well providing a platform for Chinese enterprises who want to go out and to quickly integrate into the host markets.It can be seen that overseas parks have become an important mode of outward foreign investment for China.The development of overseas parks has a direct impact on the effectiveness of China's international economic cooperation.Overseas parks are promoted by the governments of China and host countries.They attract enterprises to carry out constructing and developing overseas parks through open tender,and give the enterprises some financial and policy support to establish parks which are able to attract enterprises,especially Chinese enterprises to invest in them.The aim of this "banding together" type of investment is to promote industrial chain business cooperation,to strive for more preferential policies and to improve the ability of enterprises to resist risks,so that SMEs can also enjoy the investment convenience which generally enjoyed only by large enterprises.But in the actual construction process,the majority of the parks' attracting investment work lags behind their initial goals,and there are few profitable ones.This phenomenon requires us to study what are the difficulties faced by enterprises when they want to invest abroad and how foreign parks can meet the needs of these enterprises.By reviewing literature,we find that China's SMEs face many paradoxes in foreign investment.These paradoxes can not be overcomed by the enterprises themselves.While through integrating themselves into industrial clusters or industrial networks,SMEs can obtain resources beyond organizational boundaries,thus enhance their own competitiveness.On the basis of the results of related research,this paper identifies the paradoxes of SMEs when they try to realize OFDI so that we can understands the real needs of them.We explore the influence of the governance structure and management mode of overseas parks on the enterprise's ability from ambidextrous perspective and verify it through questionnaire analysis.This paper defines three variables to construct the model,namely the dualstructure of the overseas park,the ambidextrous capacity of the small and medium-sized enterprises and the intention of OFDI of the enterprises.We obtain first-hand data by carrying out the questionnaire survey of 203 small and medium-sized manufacturing enterprises with international business to verify our model.We find that the dual structure of the overseas park has a positive effect on the investment intention of the small and medium-sized enterprises,and the enterprise's ambidextrous ability plays a role of partial mediator in the process.Finally,according to the results of our study,we propose several policy recommendations in favor of attracting investment and development for the parks.
