Study On Process Optimization Of The Scientific Research Project Management On Basis Of T Research Institution

The level of scientific research project management is an important factor that affects the quality of scientific research projects and even restricts the development of national science and technology.The developed countries have early steps in the management of scientific research projects therefore created plenty of mature theories and research methods,meanwhile have achieved economic and social benefits.However,related researches in the same field at home have a relatively late starting.As a result,there's still a large gap in the theoretical and practical application compared with the developed countries.There are many problems in managements of scientific project stages of approval,implementation and acceptance,among which the problems in project approval and acceptance stage mainly due to the scientific research system and relevant laws and regulations are not perfect.However,the problems in the stage of implementation are mainly attributed to the backward and scientific-lack management methods and regulations in scientific research institutions,which are regarded as the main body of the research works.The problems in the stage of implementation of a research projects are mainly embodied in:unclear on the implementation plans and goals;the lack of dynamic supervision during the project implementation;the budget management is not elaborated enough;the team structure is not reasonable;lack of scientific performance incentive management system,etc.There is an urgent requirement to the scientific research units should carry out deep analysis in the reasons of the problems and try to optimize the techniques and methods of the implementation stage of project management to improve the efficiency and quality,which will be the main direction and content of this paper.In this paper,we will take an example of research project at the provincial and ministry level from T research institute,by which example we will make analysis on the most severe problems in the process of project implementation,trying to figure out the root cause and put forward some optimized models such as target breakdown,milestone,quality monitor chart,work breakdown and key performance index on project process control,project quality supervision,project cost management,performance incentive mechanism respectively in order to solve the problems due to lacking of progress supervision,quality evaluation,hum an resources management,cost control and so on during the project implementation.The major innovation of this paper is to combine the theory of modern project management and public management,proposing the optimized models for the implementation stage of the project,through which putting forward a detailed classification of the implementation process,strengthening the monitoring of project implementation process,improving the efficiency of the project,reducing the rework rate.Hope this paper will be a reference for the similar type of scientific research projects.
