Study On Rural Poverty Alleviation Model In Eastern China

In recent years,more and more attention has been paid by the Party and the government to the rural poverty alleviation in China,which has issued a number of important documents to solve the problem of rural poverty.The focus of rural poverty alleviation has been concentrated in the central and western regions and the geographical location,economic environment,social environment and other basic conditions in the eastern region has decided that the rural poverty in eastern region is less serious the central and western regions,however in the east it needs the new mode of thinking,new mode,and new exploration adapt to the local condition to bring in new poverty alleviation effect.This paper takes the work of rural poverty alleviation in Fengxian District of Shanghai as an example.The Fengxian District is located in the south of Shanghai,which is a typical agricultural areas and the poor village more concentrated and the economy relatively backward.Over years,a lot of measures has been taken to the rural poverty alleviation,and finally the successful implementation of a suitable eastern China's rural poverty alleviation mode--"100 villages" mode,is explored.The author takes it as a study case,to provide new ideas and direction for the eastern rural poverty alleviation work,and make efforts for the development of the New Socialist Countryside.This paper is based on the theory of market failure and the government decentralization theory,new public management theory,dual economy theory,middle income trap theory,and through the analysis of several main modes of the eastern region of China's rural poverty alleviation and its advantages and disadvantages,and drawing lessons from the successful experience of Fengxian District rural poverty alleviation "100 villages" mode with its implementation effect.The author found that to evaluate a rural poverty alleviation mode,sustainability is an important factor.The author believes that to structure a sustainable rural poverty alleviation "blood" mode,combination of the main problems of rural poverty alleviation mode in the eastern region of China,the following difficulties is needed to solve: a lack of effective coordination,the weak resource aggregation ability,the lack of scientific and standardized management,the lack of source of income of poverty alleviation and inefficient use of funds.Through the analysis,the author puts forward the Optimization Countermeasures on improving the rural poverty alleviation mode in eastern China: The first is to improve the level of participation of the whole society;The second is to integrate quality resources;The third is to enhance the collective asset management level;The forth is to expand the channels of income poverty alleviation;The fifth is to take targeted measures in poverty alleviation.The effective implementation of these measures will promote the eastern region of China's rural poverty alleviation,improve the efficiency of poverty alleviation in rural areas in eastern China,and speed up the level of rural economic development.
