China is a developing country, the domestic energy efficiency is low, although the energy efficiency has been improved, but still is a certain gap with the world average level, with the expansion of exports, energy consumption will continue to increase, this growing Energy demand and lack of energy supply caused by China's energy gap continues to expand; The other hand,in today's world economic downturn and China's economic downturn,in the context of pressure to maintain China's export growth and stable development of China's economy is an important means. In this case,to reduce China's energy exports at the same time to ensure the smooth development of export trade, has become a reality in front of our country. In this paper, the input-output method is used to study the export energies of various sectors in 2002-2012.First of all, through the use of input-output method,to measure the various departments of the country and the interval between the implicit export situation, analysis of the current status of China's energy exports;Secondly, based on implicit energy to measured results of control of export control conditions; Finally, this paper puts forward some policy suggestions on maintaining and increasing the export growth under the control of China's implicit energy export. The main conclusions of this paper:From 2000 to 2012,most of the sectors has gone through two stages, the first stage, implicit energy continues to grow,by 2007,implicit energy has exported its maximum. From the control of the results of the test results, before 2007 it did not meet the control conditions, the implicit energy does not reduce;2007 after meeting the control conditions, although the total export trade continues to increase, but the export implied energy volume began to decline.Which confirms the control relationship between the rate of complete energy consumption reduction rate(y)and the rate of increase in exports(x).Although China's energy intensity has maintained a certain growth trend, but from the horizontal comparison point of view,China's energy intensity has been under the world average, and the world average level compared to a certain gap, compared with developed countries, there is a greater gap. This provides a prerequisite for China to improve the rate of decline in energy consumption.China can further improve the energy consumption rate by increasing the level of energy technology. From the constraints,in the context of the global economic weakness, according to the export trade growth rate is not bound by the definition of constraints,When satisfying the constraint of x ?y/1-y,or according to the full energy consumption rate of decline in the rate of constraints defined,When satisfying the constraint of y?x/1+x,that implicit exports will not increase, and the rapid increase in trade.
