Study On Anti-poverty Of The Urban Fringe In Chongqing

The urban fringe is the product of economic development and urban expansion.With the further acceleration of urbanization in our country,more and more attention has been paid to the stability and development of the urban fringe.Chongqing has made gjreat achievements in economic and social development since it has become the national urban and rural comprehensive reform pilot area.But some problems existed for a long time such as city and countryside dual structure contradictory is prominent,the number of floating population is increasing,regional economic development is uneven,urban and rural areas gap situation has not fundamentally changed and relative poverty is becoming more and more serious.As the leading position of the development of urbanization,the poverty problem has a direct impact on the sustainable development of economy and social stability.The study of anti-poverty in urban fringe is of great significance to promote the prosperity and development of Chongqing's economy and social' harmony and stability.Firstly,this paper introduced the basic situation of the urban fringe in Chongqing.Including the scope and the current situation of urban fringe,and the composition of poverty groups,and introduced the necessity of anti poverty;Then this paper analyzed the current situation of anti-poverty in Chongqing from three aspects,including the social security system in coordinating urban and rural development,the reform of household registration system to promote the citizenization of migrant workers,the public service to promote floating population's integration into city.Secondly,this paper pointed out that Chongqing has made some achievements in anti-poverty work in these three aspects,but there were also some problems and deficiencies.Thirdly,I tried to use PESTEL model to analyze the restrictive factors of anti poverty in Chongqing.Finally,based on the analysis of the situation,this paper puted forward some countermeasures and suggestions to help solve the problem of anti-poverty in the urban fringe of Chongqing.The particularity of anti-poverty in the urban fringe is we should not only to protect the basic living standards of urban and rural residents,but also to protect the rights and interests of landless peasants and deal with the problem of urban integration of floating population.Therefore,this paper argued that we should continue to improve the social security system,to enhance the level of subsistence allowances,endowment insurance and medical insurance,and deep the reform of the household registration system to promote the process of citizenization of peasent.Then we should strength employment services to promote the employment of floating population,improve public rental community management,cooperate with the third sector to improve the level of public service.The government of Chongqing should develop the characteristic industries of urban fringes according to local conditions,to promote the poverty allevation.
