Research On The Investment And Financing Innovative Modes Of New Urbanization In Hainan Province

Urbanization is the biggest power to support sustainable economic growth, in the high level of urbanization, extensive mode in the process of urbanization has been unable to adapt to sustainable development of economy in the future. After 18th CPC National Congress, human-centered new urbanization becomes the focus to realize city planning,construction, improvement of management level and speed up the rural population urbanization. In the next five years, urbanization will become a new impetus to economic growth and an important means to expand domestic demand.In the new wave of urbanization construction, due to the late start and lagging economic condition, the construction of new urbanization still has a long way to go in spite of the fast speed. At the same time, caused by a lack of economic and financial market development, the investment and financing mode of Hainan province for the new urbanization construction is relatively single. Relying mainly on local government,investment and financing efficiency is affected by government intervention. In the future,the investment and financing gap of new urbanization construction is really huge.On the basis of basic theory of new urbanization construction investment, this paper uses a large number of data and mathematical statistics to analyze the current situation of the new urbanization construction and investment and financing in Hainan Province, and finds that construction level of new urbanization should be improved, the total amount of investment and financing funds is insufficient and the structure is unreasonable. After analyzing existing problems of traditional modes and calculating the huge gap in next five years construction, we show the necessity of innovative investment and financing modes. Then based on reality of new urbanization in Hainan Province, we put forward the limited partnership industrial fund mode, the supply chain financing mode, the development mode of industrial park and outsourcing mode. Finally based on two aspects we put forward some suggestions on how to improve investment and financing modes of new urbanization, which are increasing financial and tax support, the establishment of land bank, the establishment of financial institutions and private capital policy support mechanism, standardizing government investment and financing platform,strengthening investment and financing debt risk management and the introduction of high-quality financial professionals.
