Tariff is a means to protect the domestic economy of the state,but also an important source of China's central fiscal revenue.As a big trading country,China's import and export trade is frequent,involving a large number of enterprises and goods,tariff policy changes become a matter of great concern.The tariff policy includes how the tariff and tariff rate is set up in "Import and export tariff of the People's Republic of China ",and the export tax rebate policy.China's overall tariff rate remained stable since 2010 after it proved its commitment made when it joined the WTO.There is still a lot of changes in tax rates and tax adjustment every year.The change of tariff policy not only reflects the direction of China's foreign policy,but also reflects the goal of domestic economic policy.Every year,the demand for tariff policy adjustment is very strong,there are hundreds of issues raised,but only a few can be concerned by the relevant departments,and less were accepted.Therefore,it is of great theoretical and practical significance to study the process of tariff policy and examining the influence of various factors on the agenda.The main contents of this paper are:the introduction of the Institutional Rational Choice framework,analysis of the composition of the activities and various factors affecting the tariff policy agenda;constructing a Transaction Cost model,analysis of mutual effect model under the conditions of the actors in the activities;the use of the system of rational choice framework,the reality in China the tariff policy issues analysis.The conclusions of this paper are as follows:the tariff policy agenda establishment process of action scenarios defined by the participants of the composition,strength and output and action;limited by the national resources,economic policy,environmental resources,external political factors,regulation factors and other external conditions;transaction cost will be produced in the process of the agenda;to adapt to the external conditions of the issue,at the right the stage of action to promote,can reduce the transaction cost,so as to make the issue more easily accepted.
