Financial found,as a public resource is collected from all citizens and it is supposed to used as the financial fundament of all the administrative institution to carry out their functions to serve the society.Nowadays domestic and foreign government agencies,experts and scholars and the public pay close attention to the supervision of financial expenditure of administrative institution.Since the reform and opening up,China has carried out a series of major fiscal taxation and political system reforms in order to strengthen the supervision of financial funds.However,due to the lag of reforming supervision system of administrative institutions,financial fund deposition,reduction of fund use efficiency,embezzlement of fund and opaque payment process have becoming big obstacle.And a flawed regulatory regime has also created opportunities for corruption.Since the Third Plenary Session of the 18 th Central Committee,the new authority has put series of anti-corruption measures into use,promoted the construction of law and made every effort to promote the anti-corruption system.It is of great significance to strengthen the construction of anti-corruption system by implementing the centralized accounting system and the unified payment system.Because these two systems can both regulate the financial capital movement.It can be seen that it is of historical and practical significance to strengthen the research on the supervision of financial institutions of administrative institutions.This paper takes the financial supervision of J city administrative organization as the research object,combing theoretical knowledge of public management into administrative supervision practice.First this paper introduced the widely used decentralized expenditure management model and its problems.Then draw the solution of these problems: implementing the centralized accounting system and the unified payment system.These revolutions fundamentally change the government expenditure process,putting all the financial activities into supervision.And then analyzes the concrete practice,introduces the background and the path of centralizing financial supervision reform of J city.However reform is not easy,inevitably has a lot of problems.This paper attempts to analyze the problems existing at the present stage by analyzing the unified payment reform of J city and searching the way to improve the financial supervision system.It is expected that the discussion of this paper will be useful to the financial supervision reform of other area.
